This
project was brought to the State Legislature in order to enlist their
support and a pilot program was begun as a result. Ms. Pappas explained
that since July 1988, the HiCap program has been located in every county in
California. The program is funded by the State Legislature and reports to
the State Department of Insurance. The San Mateo County Office is also
subsidized by funds from the Peninsula Volunteers. The program is very
interested in saving the State money but cannot provide much assistance to
Medi-Cal eligible people. This service is free to seniors and it is so
successful that plans are being made to put a similar program in every
State.
