San Francisco Water Department and energy costs over which the City has no <br /> control. It was decided to implement a basic monthly service charge which <br /> would cover the fixed costs for operating the system, and a per unit water cost <br /> which would be used to cover the variable costs of the system. <br /> Mr. Adams showed several overhead charts to help explain the previous and <br /> current fiscal year costs of the water system as well as projected costs for the <br /> next several years. Mr. Adams also showed a comparison of Redwood City's <br /> water rates with other cities on the Peninsula. He said the Sewer & Water <br /> Policy Committee is currently discussing expanding the "lifeline" water rate <br /> from 0-5 units to 0-10 units. They are also reviewing the Enterprise Fund to <br /> determine if the fund is no longer operating in a deficit. Mr. Adams said the <br /> committee would like to include the Senior Affairs Commission in the <br /> review and discussion of the new rates and unit ranges. He suggested the <br /> Commission draft a letter to the Sewer & Water Policy Committee strongly <br /> encouraging them to review the basic service charge and increase the lifeline <br /> rates from 0-5 units to 0-10 units. <br /> Mr. Adams also spoke about General Services Department's graffiti and <br /> shopping cart hotline and the other services they provide. He said he will <br /> come back to the Commission periodically to provide them with updates of <br /> the water and sewer system. <br /> ITEM 2-FOLLOW UP ON SURVEY RECOMMENDATIONS <br /> -Report from Vehicle Committee <br /> Supervisor Kucala reported that the Veterans Memorial Senior Advisory <br /> Council tabled the request of $40,000 for the purchase of a van because <br /> Chairperson Truscelli was not at the meeting to give a detailed explanation of <br /> the project. Commissioner Jordan said he thought the $40,000 was high for <br /> the purchase of a van and is going to speak with some transportation <br /> providers to obtain van specifications. He also said there is a possibility that <br /> Federal funds under Program 16B2 may be available to help non-profit <br /> organizations purchase vehicles with matching funds. Executive Director <br /> Bransford said she applied for funds several years ago under this program and <br /> has the name and phone number of a contact person. <br /> Supervisor Kucala said she has submitted a proposed budget for Fiscal Year <br /> 94-95 which includes the maintenance and insurance costs of a van. <br /> Superintendent Hartman suggested that a letter be sent from the TEWCI <br /> Board and from the Veterans Memorial Senior Advisory Board to the Senior <br /> Affairs Commission requesting the Commission make a recommendation to <br /> the City Council to approve budgeting for the maintenance and insurance <br /> costs of a van for each center. This would be in addition to covering costs for <br /> the current van operrated by the Veterans Senior Center.
