SENIOR AFFAIRS COMMISSION <br /> MINUTES OF WEDNESDAY, NOVEMBER 9, 1994 <br /> COMMISSIONERS PRESENT: Chairperson Anthony, Commissioners <br /> Jordan, Lloyd, Metzdorf and Newell <br /> COMMISSIONERS ABSENT: Commissioners Capone and Sharp <br /> GUESTS PRESENT: Derek White of San Mateo County Public Housing <br /> Authority <br /> STAFF PRESENT: Superintendent Sally Hartman, Interim Recreation <br /> Supervisor Marianne Mannia, Library Supervisor Val <br /> Hamilton, Secretary Denise Monroe <br /> The regular meeting of the Senior Affairs Commission was called to <br /> order at 9:15am by Chairperson Anthony at the Veterans Memorial Senior <br /> Center, 1455 Madison Avenue, Redwood City, California. <br /> APPROVAL OF MINUTES <br /> The minutes of the October meeting were approved as mailed. <br /> CORRESPONDENCE <br /> There was no correspondence. <br /> ITEM 1 - HOUSING RULES ®ULATIONS FOR TENANTS/OWNERS <br /> Mr. Derek White of the Public Housing Authority (PHA) of San Mateo <br /> County spoke to the Commission about housing programs available to low <br /> income people including seniors. He explained the Section 8 program is <br /> funded by HUD and administered by PHA and helps subsidize rental housing <br /> costs for qualified applicants who meet income and family composition <br /> guidelines. Applicants pay up to 30% of their monthly income towards rent <br /> and HUD pays the remainder. Once approved for Section 8 funding, <br /> applicants are issued a certificate for rent which can be used anywhere in the <br /> United States. Rental units selected by the applicants are approved and <br /> inspected initially and annually. With senior housing clients, PHA will do <br /> home visitations so the seniors do not have to come to their office. Section <br /> 221 and 223 programs utilize privately owned properties that deal directly <br /> with HUD. Section 221 involves apartment complexes with 15-20 units <br /> which are occupied by a combination of seniors and others. Section 223 is <br /> specifically for senior housing. Mr. White explained that contract extensions <br /> have been given in 5 year increments to property owners for low income <br />
