SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY,JANUARY 11, 1996 <br /> COMMISSIONERS PRESENT: Chairperson Lloyd, Commissioners <br /> Capone, Mooney, Moran, Newell, Penna, <br /> and Walsh <br /> COMMISSIONERS ABSENT: None <br /> GUESTS PRESENT: Diana Johnson, Gino Gasparini, Debbie Sargent, <br /> Chris Holmquist, Jerry Schnell, Karen Chew <br /> STAFF PRESENT: Superintendent Sally Hartman, Supervisor Linda Griffith, <br /> and Secretary Denise Monroe <br /> The regular meeting of the Senior Affairs Commission was called to <br /> order at 3:03pm by Chairperson Lloyd at the Senior Center Annex, <br /> 711 Nevada Street, Redwood City, California. <br /> APPROVAL OF MINUTES <br /> The minutes of the November meeting were approved as mailed. <br /> CORRESPONDENCE <br /> Chairperson Lloyd reported that communication was received from <br /> Community Development Director Deborah Nelson concerning the <br /> renovation of the Myrtle Street parking lot. The lot has been surveyed and <br /> the project will go out to bid in February with construction to begin in the <br /> Spring. <br /> ITEM 1-GARBAGE RATE INCREASES <br /> Chris Holmquist of the City's Finance Department explained that Redwood <br /> City's garbage rates were established in accordance with a franchise agreement <br /> between the City and BFI. The agreement states that BFI has an operating <br /> ratio of 91% and is entitled to a 9% profit (.09 cents of every dollar). <br /> Previously, Redwood City has jurisdiction based rates and they have now <br /> adopted both jurisdiction and volume based rates. Gino Gasparini of BFI <br /> explained that BFI has seen a large increase in the amount of garbage collected <br /> at the end of each month. This is due to the fact that although many <br /> residents reduced the number of garbage cans in order to reduce their garbage <br /> bill, they are leaving a large amount of garbage to be collected at the end of <br /> each month on their free pick-up day. This results in continuing operating <br /> costs for BFI and due to this situation, BFI was not able to receive their 9% <br />
