SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY,OCTOBER 10,1996 <br /> COMMISSIONERS PRESENT: Chairperson Lloyd, Commissioners <br /> Anthony (arrived 3:30pm), Harrison, Moran, and Walsh <br /> COMMISSIONERS ABSENT: Commissioner Newell <br /> GUESTS PRESENT: Executive Director Maria Bransford, Andrew Karcs <br /> STAFF PRESENT: Superintendent Corinne Centeno, Secretary Denise <br /> Monroe <br /> The regular meeting of the Senior Affairs Commission was called to order <br /> by Chairperson Lloyd at 3:00pm at the Fair Oaks Senior Center, 2600 <br /> Middlefield Road, Redwood City, California. <br /> APPROVAL OF MINUTES <br /> The minutes of the September meeting were approved as mailed. <br /> CORRESPONDENCE <br /> There was no correspondence. <br /> ITEM 1-REVIEW OF CITY'S HOUSING REHABILITATION PROGRAMS <br /> Andrew Karcs of the City's Housing and Redevelopment Department gave a <br /> presentation to the Commissioners on the various types of housing and <br /> rehabilitation programs available to all Redwood City residents. He explained <br /> the programs are funded by the Federal government and are designed to <br /> improve neighborhood housing conditions. The interest rates range from <br /> 4 to 6 % with the lower interest rates available to people in the target areas. <br /> He noted the County of San Mateo is currently developing a similar program <br /> to assist people in mobile homes. Loans can be made for up to $35,000 and <br /> maximum term is 20 years. The applicant must meet all Federal guidelines <br /> and a property inspection is done by a Housing and Development staff <br /> person. Repairs must be at least 70% code related and 30% general property <br /> improvements. Mr. Karcs will contact Linda Griffith and Maria Bransford to <br /> arrange to speak to different senior groups at both senior centers. <br /> ITEM 2-PRESENTATION ON VETERANS MEMORIAL SENIOR CENTER <br /> Superintendent Centeno gave a presentation about the Veterans Memorial <br /> Senior Center which included an overview of the Center's operation and <br />
