SENIOR AFFAIRS COMMISSION <br /> SPECIAL MEETING <br /> MINUTES OF THURSDAY,JULY 23,1997 <br /> COMMISSIONERS PRESENT: Chairperson Walsh, Commissioners <br /> Anthony, Harrison, Moran and Walsh <br /> COMMISSIONERS ABSENT: Commissioners Lloyd and Newell <br /> GUESTS PRESENT: Alex Meyer, Gene Jennett, Hector Berglund, Larry <br /> Estavan, Pauline Truscelli, Marie Amaya <br /> STAFF PRESENT: Superintendent Corinne Centeno, Manager Linda Griffith <br /> The special meeting of the Senior Affairs Commission was called to order <br /> by Chairperson Leo Walsh at 10:05am in the Sunset Room of the Veterans <br /> Memorial Senior Center, 1455 Madison Avenue, Redwood City, California. <br /> Chairperson Walsh opened the meeting by thanking everyone who put <br /> together the meeting and reviewed the following documents: <br /> -Agenda <br /> -Medicare program Outline 7-23-97 <br /> -HICAP Information <br /> -News article regarding Senate actions <br /> -Process to present information on items contained in the outline <br /> ITEM 1 -Review of Information Provided by the California HICAP <br /> Organization regarding Proposed Changes in Medicare Rules and <br /> Regulations-Action to send letter expressing Commission's recommendation <br /> with respect to the proposed changes <br /> The top three items in the program outline were provided by Chairperson; <br /> all others are contained in the HICAP document. <br /> Ultimately, the hope is to develop recommendations. Chairperson Walsh <br /> noted that he has 30 years previous work experience in hospitals with the <br /> majority of that time spent in the financial management of hospital <br /> operations. <br /> Medicare Fraud <br /> -Substantial news coverage has suggested Medicare fraud between $25 million <br /> and billions of dollars. No apparent aggressive program to address this issue. <br /> The Chairperson understands that costs are going up and that the only <br /> response is to reduce benefits rather than find the fraud. <br /> -Reduced cost of in-hospital services including employee layoffs, equipment <br /> reduction. It is unclear as to where these savings go. <br />
