SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY, OCTOBER 9, 1997 <br /> COMMISSIONERS PRESENT: Chairperson Walsh, Commissioners <br /> Harrison, Moran, Newell (arrived 3:20pm), <br /> and Walsh <br /> COMMISSIONERS ABSENT: Commissioner Lloyd <br /> GUESTS PRESENT: Finance Director Brian Ponty, Bob Hilton <br /> STAFF PRESENT: Superintendent Corinne Centeno <br /> The regular meeting of the Senior Affairs Commission was called to order by <br /> Chairperson Leo Walsh at 3:10pm at the Fair Oaks Senior Center, 2600 <br /> Middlefield Road, Redwood City, California. <br /> APPROVAL OF MINUTES <br /> The September minutes were approved as mailed. <br /> CORRESPONDENCE <br /> The following correspondence was received: <br /> 1 .) A copy of Mr. Tim Somers's letter to the editor regarding the <br /> Commission's speaker series which appeared in the Redwood City <br /> Tribune. The Commissioners asked Chairperson Walsh to respond to the <br /> Tribune on their behalf. <br /> 2.) A letter from Representative Anna Eshoo responding to the Commission's <br /> letter dated 7-23-97 requesting information on upcoming Medicare <br /> changes. Chairperson Walsh noted that no response was received from <br /> either Senator Boxer or Feinstein despite phone calls to their local offices. <br /> ITEM 1 — OVERVIEW OF THE CITY'S FRANCHISE AGREEMENT FOR <br /> GARBAGE COLLECTION SERVICE AND HOW RATES ARE ESTABLISHED <br /> UNDER THAT AGREEMENT <br /> Finance Director Brian Ponty thanked the Commission for inviting him to <br /> speak about this important issue and he introduced Bob Hilton of Hilton, <br /> Fernkopf and Hobson (HF&H). HF&H is an indpendent consultant hired by <br /> the South Bay Transfer Station Authority (SBTSA). <br /> Mr. Hilton stated that BFI operates under numerous contracts. The following <br /> are the types of contracts Redwood City operates under with BFI: <br /> -For Refuse & Greenwaste Collection; direct contract with Redwood City <br /> -For Recycling; direct contract with Redwood City <br /> -For Transfer Station; contract is with SBTSA; participating cities include <br /> Burlingame, San Carlos, East Palo Alto; representatives from each City meet <br /> monthly) <br /> -For Landfill Operating Agreement; contract is with San Mateo County <br />
