SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY, NOVEMBER 13, 1997 <br /> COMMISSIONERS PRESENT: Chairperson Walsh (arrived 3:26pm), <br /> Commissioners Harrison, Lloyd, Newell, and Walsh <br /> COMMISSIONERS ABSENT: Commissioners Anthony and Moran <br /> GUESTS PRESENT: Roberta Tracy, Cindy Glazer, Bob Cunningham <br /> Dr. Roger Willey <br /> STAFF PRESENT: Superintendent Corinne Centeno <br /> The regular meeting of the Senior Affairs Commission was called to order by <br /> Commissioner Geary Lloyd 3:00pm at the Senior Center Annex at 711 <br /> Nevada Street, Redwood City, California. Commissioner Lloyd agreed to <br /> chair the meeting until Chairperson Walsh could arrive in the absence of Vice <br /> Chairperson Moran. <br /> APPROVAL OF MINUTES <br /> The October minutes were approved as mailed. <br /> CORRESPONDENCE <br /> The following correspondence was received: <br /> 1 .) A letter dated 9-23-97 from Senator Dianne Feinstein to Chairperson <br /> Walsh regarding Medicare Program changes <br /> 2.) A letter dated 10-13-97 from Jim Hartnett and Memo Morantes, <br /> co-chairs of Sequoia Health Care Services <br /> 3.) A memo from Superintendent Centeno with a refuse rate schedule for <br /> Redwood City. <br /> ITEM 1 — PRESENTATION ON MEDICARE CHANGES <br /> Roberta Tracy of HICAP (Health Insurance Counseling and Advocacy <br /> Program) explained that HICAP is one of 24 state-wide programs with <br /> contracts from the California Department of Aging. In San Mateo County, <br /> the Area Agency on Aging contracts with Self Help for the Elderly to run the <br /> program. She described the two parts of the Medicare programs A & B and <br /> what costs are covered. She noted that Part B only pays 80% of out patient <br /> costs. <br /> Ms. Tracy noted that there is a shift in thinking about Medicare towards <br /> coverage for preventative care. She discussed the various options for <br /> supplementing Medicare including: <br /> 1 .) Medigap plans <br /> 2.) Pre-paid HMO's (Managed Care) <br /> 3.) Medi-Cal Programs <br />
