SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY, JUNE 10, 1999 <br /> COMMISSIONERS PRESENT: Chairperson Moran, Commissioners Borgens, <br /> Carpe, Harrison, Nobles, L.Walsh, and M.Walsh <br /> COMMISSIONERS ABSENT: None <br /> GUESTS PRESENT: Roberta Tracy, Ethel Robinson <br /> STAFF PRESENT: Superintendent Corinne Centeno, Administrative Assistant <br /> Denise Monroe, Senior Services Specialist Marlene Annuzzi <br /> The regular meeting of the Senior Affairs Commission was called to order by <br /> Chairperson Betty Moran at 1 :00pm at the Veterans Memorial Senior Center, <br /> 1455 Madison Avenue, Redwood City, California. <br /> APPROVAL OF MINUTES <br /> M/S M.Walsh/Harrison: To approve the May minutes as mailed. <br /> Motion passed unanimously. <br /> CORRESPONDENCE <br /> There was no incoming correspondence. <br /> The following item was taken out of order: <br /> ITEM 2 - WORK PLAN UPDATES <br /> -Health Care - Robert Tracy, HICAP <br /> Roberta Tracy explained about HICAP (Heath Insurance Counseling and <br /> Advocacy Program) and its focus on providing assistance and information on <br /> Medicare, Medicare supplements, HMOs and long term care to San Mateo <br /> County residents. She stated HICAP counselors work with clients to help <br /> them make educated health care decisions. Ms. Tracy spoke about the <br /> problems with managed care; noting there are currently five providers in San <br /> Mateo County. She stated that the main problem is contracting with HMO's <br /> and their compensation of doctors. She felt there needs to be provisions to <br /> allow more time for people to make decisions; she also explained about the <br /> current gaps in the Medicare system and problems with supplemental <br /> Medicare coverage. Ms. Tracy encouraged citizens to meet one-on-one with <br /> HICAP counselors before making Medicare and HMO decisions. <br /> Ms. Tracy commended the Commission on its work regarding the health care <br /> issues facing our community and she felt speaking with our legislators was a <br /> good place to start. She felt that managed health care will work and we <br /> should insist on the best kind of care for the most people. She felt that more <br /> observations and on site visits are needed to monitor the program. <br /> Commissioner Borgens requested a chart to identify the health care financing <br /> process and Ms. Tracy agreed to provide one for the Commission. <br />
