SENIOR AFFAIRS COMMISSION <br />MINUTES OF THURSDAY, SEPTEMBER 8, 2016 <br /> <br />COMMISSIONERS PRESENT: Chair Draeger, Vice Chair Cooperman, Commissioners Britschgi, James, <br />Jones, Paley and Turk <br />STAFF PRESENT: PRCS Director Chris Beth, Manager Bruce Utecht & Administrative Clerk Kathy Bede <br />GUEST PRESENT: Darin Buxbaum, Laura Swartzel, Theodora Kyle-Singer, Patter Hatfield <br />The regular meeting of the Senior Affairs Commission was called to order by Chair Draeger at 1:00 p.m. <br />at the Veterans Memorial Senior Center, 1455 Madison Avenue, Redwood City, California. <br />APPROVAL OF MINUTES: M/S: Jones/Turk: To approve the minutes of the August 4, 2016 SAC <br />meeting as amended. Motion passed. <br />ITEM 1 – New Facility Update – Chris Beth <br /> <br />Chris reported that the City and YMCA have contracted with David J. Power as the CEQA consultant. <br />This goes to Council on October 17, 2016. David J. Powers also did the initial constraints analysis for the <br />project. The Y as a partner will handle aquatics at the new facility with 2 indoor pools, one therapeutic <br />and one regular for fitness and laps, the fitness center, a couple of community rooms, and potentially an <br />onsite clinic. Parks & Recreation will operate the expanded theater, catering kitchen, tech center, <br />computer programs and community rooms. The initial constraints analysis showed the main issues will <br />be traffic, parking and whether there is a historical significance of the building. <br />With the potential approval on Oct. 17th, a timeline of 37 weeks will be issued to do the EIR process, <br />evaluation of traffic, parking, height limits, noise and everything associated with impacting the <br />community. Then the community will be engaged with the Notice of Procedure and go to the Planning <br />Commission most likely on November 15, 2016. Neighbors will be notified that the study is being <br />initiated and their input is being sought. They will be invited to the Planning Commission meeting to <br />voice their comments and concerns. Then the actual study will move forward and phase 2 of the design <br />agreement will begin in early 2017. Community involvement will increase then. The Senior Affairs <br />Commission will be called upon to assist in getting the word out and giving their input. Chris confirmed <br />Commissioner Paley’s question that 1% of the overall project will be accessed to the Art Ordinance. <br />Chris also confirmed that design decisions would be made after the study and that designs will be based <br />on planned use and programs. Everything that is in the current building will be included in the new site <br />but in expanded and more efficient ways. Chair Draeger stated that the previous scoping study was <br />done in 2008 and about updating it. Chris recommended conducting a new survey to access current <br />needs and requests. <br />Chris then reported on the Parks and Recreation Department’s involvement in the sesquicentennial. <br />Banners are posted downtown and throughout the City. The kickoff event on May 20, 2017 will feature <br />a Flower Extravaganza and Art on the Square. There will be 5 different park events, a speaker series <br />about the history of Redwood City, a professional movie is being produced and there will be sponsor <br />packets with logo pins. Something will be happening every month. All the sesquicentennial events will <br />be posted on the website, rwc150.org.
