SENIOR AFFAIRS COMMISSION <br /> MINUTES OF THURSDAY, NOVEMBER 10, 2016 <br /> COMMISSIONERS PRESENT: Chairperson Draeger, Vice Chair Cooperman, Commissioners Britschgi, <br /> Jones and Turk <br /> COMMISSIONERS ABSENT: Commissioners James and Paley <br /> STAFF PRESENT: PRCS Director Chris Beth, PRCS Manager Bruce Utecht&Administrative Clerk Kathy <br /> Bede <br /> GUEST PRESENT: Darin Buxbaum of Wider Circle <br /> The regular meeting of the Senior Affairs Commission was called to order by Chair Draeger at 1:05 p.m. <br /> at the Veterans Memorial Senior Center, 1455 Madison Avenue, Redwood City, California. <br /> APPROVAL OF MINUTES: The minutes of the October 13,2016 SAC meeting were approved as <br /> written. <br /> ITEM 1—Chris Beth—New Facility Update <br /> Chris announced that the Environmental Impact Report has launched. The original building was built in <br /> 1956. The complex includes 5 buildings—the main Veterans Memorial Senior Center, the Resource <br /> building, the Wellness building, Herkner pool and the NFL Alumni building. All 5 are less than adequate, <br /> expensive to maintain and included in the plan for the new facilities. The Y's building was also built in <br /> the mid 1950's and is too small for their needs. The City and the Y agreed to work together to build new <br /> facilities that would serve both organizations. The Y will handle the aquatic programs and the Parks, <br /> Recreation and Community Services department will run the senior programs. The City has invested $5 <br /> million dollars to the project. Several focus groups, studies, surveys, community meetings have been <br /> held in the last 5 years. Parking, traffic, air quality and visit timing are studied by California <br /> Environmental Quality Act. CEQA takes 9-12 months to complete and will hopefully be done by August <br /> 2017. A Notice of Preparation and a Notice of Planning Commission Scoping Meeting was distributed to <br /> neighbors and online so the community could stay informed and comment if they like. The architects <br /> will be on board in 2017 and community design meetings will be scheduled. The City will purchase the <br /> current YMCA building and consult the community regarding future use of the site. The Y has agreed to <br /> apply some of the proceeds of the sale to senior scholarships for their programs. Preliminary design <br /> ideas for the new facilities are a 2 story 60,000 sq. ft. building for the Y and a 2 story 65,000 sq. ft. <br /> building for the senior center, neither would be bigger than the Red Morton Community Center, and a <br /> 400 space parking garage. The cost will be roughly$25 million each for the Y and the City. Hopefully the <br /> final design will be ready by 2018 and the project completed by 2020-2021. <br /> ITEM 2—Darin Buxbaum—Wider Circle Update <br /> Darin stated that the last Redwood City Community Need Assessment survey was in 2015. It asked <br /> about interests, preferences and types of activities for Redwood City over 50 residents. He will review <br /> the purpose of the survey,the data collected and discuss new questions related to the new facility. A <br /> main focus was how to engage older adults, boomers in particular, that are not already engaged in <br />
