The city wide task force for the project consists of council
members, City staff, Y staff and board members, Chris Beth and sometimes Senior Affairs
Commissioners. The Y offers multigenerational programming. Usually, on weekdays, seniors attend in
the morning, school age children arrive in the afternoon, preschoolers are there throughout the day and
generally adored by most adults. On weekends there are all ages at all times. Families often arrive
together and then go separate ways within the facility. Designing the new building to accommodate for
different ages and interests will be important as will scheduling. The Y staff is all trained in CPR and first
aid. The Y pool is ADA accessible with a lift, ramp, and low-rise steps with handrails. Having flexible
handicap parking with various number of spaces available at various times is a consideration for the new
site as well as the location of speed bumps in relation to the handicap parking. In order to minimize
traffic, the use of various modes of transportation to and from the new centers is being discussed. The
new facility will probably also have a café on site.

ITEM 2 – Next month’s meeting – possibly new City Clerk
Bruce stated that Pamela Aguilar, the new City Clerk, is interested in attending a Senior Affairs
Commission meeting and making acquaintances with the Commissioners. She was unable to attend
today but hopes to make it to the October meeting.

The next item was taken out of order due to relevance to preceding item

ITEM 5 – Next month – 5 year Consolidated Plan - Community Development Block Grant
Bruce announced that Cindy Avila, of the Community Development department, would like to make a
presentation to the Commission about the 5 Year Consolidated Plan and the Community Development
Block Grant funds Redwood City received from HUD to primarily provide affordable housing for low to
moderate income people.

ITEM 3 – New email accounts
The City issued email accounts to the Commissioners to be used for City business only and are
considered public information. Bruce assisted Commissioners, who had not already logged on their
accounts, to activate them. He also reminded them that they would need to change their passwords
every 90 days. He also cautioned not to use City email accounts for personal use. He instructed the
Commissioners to contact him if they had any questions or concerns. He is the staff liaison between the
Commissioners and the City. He will connect with other City staff for you.

ITEM 4 – Brown Act
Bruce sent all the Senior Affairs Commissioners copies of the Brown Act a couple of weeks ago. Today
he reviewed it with the Commission and explained various aspects of the Brown Act and answered
questions. He advised to always check with him first if they have any questions about anything relating
to City issues or procedures. If Bruce is not available, contact Kathy and she will help them. Chair
Draeger and Vice Chair Paley stressed the importance of not using ‘Reply All’ in City business emails, to
not be in violation of the Brown Act, by the message construed as a non-publicized meeting.
