SENIOR AFFAIRS COMMISSION
MINUTES OF THURSDAY, MARCH 8, 2018

COMMISSIONERS PRESENT: Chairperson Draeger, Vice Chair Paley, Commissioners Britschgi, Jones, Lin,
Mitchell and Turk

STAFF PRESENT: PRCS Director Chris Beth, Manager Bruce Utecht, Supervisor Mark Yasuda, Program
Coordinator Anna Carlos, Administrative Clerk Kathy Bede

The regular meeting of the Senior Affairs Commission was called to order by Chairperson Draeger at
1:00 p.m. at the Veterans Memorial Senior Center, 1455 Madison Avenue, Redwood City, California.

APPROVAL OF MINUTES: The minutes of the February 8, 2018 SAC meeting were approved as
presented.

Chairperson’s Address
Chair Draeger reiterated, from the last meeting and minutes, how the Commission relates to
Council. As Chair of the Commission, he is the designated speaker to the Council on behalf of the
Commission. Individual Commissioners are welcomed and encouraged to attend Council meetings but
are not to address the Council as representatives of the Commission. Individual Commissioners
communicate to the Council through the Chair and Staff Liaison not individually going to the Council and
lobbying on behalf of the Commission.
ITEM 1 – Work Plan
Bruce began by introducing the Commission to Anna Carlos, Program Coordinator of Senior
Special Events and the Special Needs programs at the VMSC. She attended the meeting to learn about
the role of the Senior Affairs Commission.
Bruce then presented the BCC Work Plan Guidelines from the City Clerk and the City Council
Priorities. He and Chair Draeger have been working on coordinating the two as they relate to the Senior
Affairs Commission and have drafted the initial Senior Affairs Commission Priority List. He asked the
Commissioners to review it at home and note of any changes or additions they may have. They will
discuss the priority list and the rest of the work plan at the next meeting. Chair Draeger noted that after
the Commissioners have completed work on the broad SAC Priority List, the next step will be brain-
storming the goals, projects or priorities of Commission.
Commissioners Mitchell, Lin and Turk requested an orientation meeting since they are relatively
new to the Commission and would like to get a better understanding of how it functions. The other
Commissioners would also attend the meeting so they all had the same information.

ITEM 2 – VMSC/YMCA Update – Chris Beth
Chris reported that the 3rd workshop on February 22nd was very positive. About 125 people
were in attendance. A couple of hundred people attended the first 2 workshops. More people are
solution oriented now. Traffic is an important issue and 3 new workshops have been scheduled to
address traffic in the area. The City has hired a renowned traffic specialist, Dan Burden of Blue Zones,
who has done over 3,800 such projects throughout the U.S. and Canada. Walking tours of the area were
conducted for about 50 neighbors at a meeting. The next 2 meetings will at the VMSC at 6 p.m. on
March 22nd and April 26th, 2018.
The City side of the new facilities will continue to have senior and veterans activities. It will have
a mini gym for pickle ball, multipurpose room, space for nonprofits, theater, wellness and adaptive
