Keckley , William Floyd , Tony Gonzales , <br /> Mary W . Henderson, Sylvester McGuire , Martin F . Mohr, <br /> and Eugene Moriguchi . <br /> MEMBERS ABSENT : Herbert G. Petersen and Fred Soderer . <br /> STAFF PRESENT: City Manager Pales and Planning Director Schroeter . <br /> VISITORS : Maxim K. Rice , 1756 Broadway, 48, Redwood City <br /> Ruth E . Yaeger, 272 Hudson, Redwood City <br /> Kathleen S . Mahany, 1026 Vera , Redwood City <br /> Jim Thompson , 617 Hamilton , Redwood City <br /> Louis Knowles , 2369 University Avenue , East Palo Alto <br /> Letha Randlett , 11 Inner Circle , Redwood City <br /> Chairman Keckley opened the meeting by welcoming the members and stating that <br /> this first meeting was a long time in getting started but that now things can <br /> move along.. He posed some questions to the Committee as to what they saw as <br /> being the first order of activity , for example , to further educate themselves to <br /> the subject matter, to take tours of successful housing developments , or whatever . <br /> He also welcomed a number of visitors attending the meeting and invited their <br /> input as well . <br /> Ruth Yaeger read a three-point statement formulated by the Joint Strategy and <br /> Action Committee as follows : <br /> 1) The Redevelopment Agency should be staffed with the staff chosen <br /> by community people who are affected by the housing problem--Target <br /> Area Neighborhood Council, etc . --and consisting of at least an <br /> executive secretary and a clerk . <br /> 2 ) The Redevelopment Agency should not rule out implementing housing <br /> programs on their own that are innovative and creative ; i . e . , they <br /> should not simply be tied to and limited by Federal programs alone . <br /> 3 ) In recognition of the first two points , the Redevelopment Agency <br /> should be funded . <br /> Louis Knowles added a fourth point which was to suggest that the Housing Concerns <br /> Committee meet at some other time since some people that he knew couldn ' t make <br /> it to an early morning meeting . Chairman Keckley responded that by the same <br /> token, some members can ' t make it at any other time . He invited further comments <br /> from the visitors , but there were none . He then went om to open the discussion <br /> among the members as to the preferred meeting time . <br /> Mrs .
