In the absence of Chairman Keckley, Mrs . Henderson served as Chairman and opened the meeting by calling upon Mr . Soderer to read aloud the Planning Commission ' s letter to the City Council , dated December 14 , 1971, transmitting Commission support for the draft of the San Mateo County Initial Housing Plan . Acting Chi+.i rman Henderson called for Committee suggestions on changes or additions to the Count:, Housing Plan . She noted , at the outset , that the list of cities wi th housing advisory committees had been compiled before the formation of Redwood City ' s committee . Those present agreed , without formal motion, that page 43 , item 9 of the P:r .ft should be corrected to include Redwood City . General discussion of the draft of the County housing plan began with Acting Chairman Henderson expressing concern that the draft wording was more often general than specific . Mr. . Floyd observed that earlier versions had contained stronger wording , that public hearings had produced ced strong expressions , but that the final document had, been watered down to increase its acceptability to a wide range of interest groups . He said that Redwood City ' s own_ housing element will be far more specific . Mr . Gonzales agreed that this committee should con- centrate on creating a stronger housing element for the City itself, realizing 1_ that the County plan is a good beginning. City Manager :Vales noted that city input to the county is important so that a strong umbrella statement is produced , under which the cities can work . He pointed out that Redwood City must consider County unincorporated areas in our Sphere of Influence in City housing planning, due to the irregular political boundaries . . Acting Chairman Henderson pointed out that although the existence of discrimination in housing is implicitly recognized by the County housing plan , there is no explicit statement that diacrimiint,ion is an obstacle to achieving housing goals . Mr . Moir objected that there is no discrimination based on race in the sale or lease of housing in Redwood City . Mr . McGuire disagreed , saying he had encountered discrimination of thin type . Mr .
