RESOLUTION NO. 15-03 <br /> A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br /> COMMITTEE OF THE CITY OF REDWOOD CITY RECOMMENDING <br /> THAT THE PLANNING COMMISSION DETERMINE THAT THE 601 <br /> MARSHALL STREET PROJECT WOULD NOT CAUSE A <br /> " SUBSTANTIAL ADVERSE CHANGE " IN THE HISTORIC <br /> SAN MATEO COUNTY COURTHOUSE I N ACCORDANCE W I T H <br /> SECTION 2. 1 .4. D OF THE CITY OF REDWOOD CITY'S DOWNTOWN <br /> PRECISE PLAN <br /> WHEREAS, Applicant, Dostart Development, has applied for a Downtown <br /> Planned Community Permit for the construction of a new 136 , 500 square foot office <br /> building , consisting of 11 -stories and a 308-stall parking garage (the Project), which is <br /> adjacent to and across the street from several historic resources, identified in the <br /> Downtown Precise Plan as a "Historic Resource to be Preserved"; and <br /> WHEREAS , under Section 2 . 1 .4. D of the Downtown Precise Plan ( DTPP), <br /> projects on properties located directly adjacent to an historic property as designated on <br /> the Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br /> architect or architectural historian for potential impacts to the adjacent historic resource <br /> and by the City's Historic Resources Advisory Committee (HRAC) for its potential <br /> impacts on the adjacent historic resources ; and <br /> WHEREAS , the Applicant hired Richard Brandi , a qualified Architectural <br /> Historian listed on the City's list of Qualified Historical Consultants , to analyze potential <br /> impacts to two historic resources located at 611 Middlefield Road and 620 Jefferson <br /> Avenue , immediately abutting the project site ; and <br /> WE-J EREAS , on January 22 , 2015 , the HRAC conducted a duly-noticed public <br /> meeting , in accordance with all applicable requirements of State Law to review the <br /> report prepared by Richard Brandi , along with other associated project materials , and <br /> voted 3-2 (Eakin and Stewart dissenting) to adopt Resolution 15-01 recommending that <br /> the Planning Commission approve the project and finding that, while the project will <br /> impact the two adjacent historic resources, the impact does not rise to the threshold that <br /> would cause a substantial adverse change in the significance of the adjacent historic <br /> resources, and the adjacent historic resources will remain eligible for listing in the <br /> California Register of Historic Places; and <br /> ATTY/RESO.3066/HRAC - 601 MARSHALL STREET <br /> REV: 03-26-15 VR <br /> Page 1 of 3 <br />
