RESOLUTION NO. 15-04 <br /> A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br /> COMMITTEE OF THE CITY OF REDWOOD CITY RECOMMENDING <br /> THAT THE PLANNING COMMISSION DETERMINE THE 1305 EL <br /> CAMINO REAL PROJECT WILL NOT CAUSE A SUBSTANTIAL <br /> ADVERSE CHANGE WITH REGARD TO 1322 EL CAMINO REAL, IN <br /> ACCORDANCE WITH SECTION 2.1.4.D OF THE CITY'S <br /> DOWNTOWN PRECISE PLAN <br /> WHEREAS, Greystar Development ("Applicant"), applied for a Downtown <br /> Planned Community Permit (DPC2015-03) and a Tentative Map (TM2015-02) for the <br /> construction of a new 7-story building consisting of 137 for-rent residential units, a 153- <br /> stall parking garage (partially subterranean), a leasing office, and a fitness room located <br /> at 1305 El Camino Real ("Project"); and <br /> WHEREAS, under Section 2.1.4.D of the Downtown Precise Plan ("DTPP"), <br /> projects on properties located directly adjacent to an historic property as designated on <br /> the Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br /> architect or architectural historian for potential impacts to the adjacent historic resource, <br /> and by the City's Historic Resources Advisory Committee ("HRAC"), for its potential <br /> impacts on the adjacent historic resource; and <br /> WHEREAS, under Section 2.1 of the DTPP, the property located at 1322 El <br /> Camino Real, The Record Man, is identified as "R" on the Historic Resources <br /> Preservation Regulations Map as a Historic Resource to be Preserved ("Historic <br /> Resource"), and is located across the street from the Project; and <br /> WHEREAS, the Applicant hired Richard Brandi, a qualified Architectural <br /> Historian listed on the City's list of Qualified Historical Consultants, to analyze potential <br /> impacts of the Project on the Historic Resource; and <br /> WHEREAS, on April 15, 2015, the HRAC conducted a duly-noticed public <br /> meeting in accordance with all applicable requirements of State Law to review the report <br /> prepared by Richard Brandi (Exhibit A), along with other associated project materials, <br /> and to determine whether the Project would have an adverse impact on the Historic <br /> Resource. The report concludes that the Project will have no impact on the significance <br /> of the Historic Resource, will not create an adverse change to the Historic Resource, <br /> and that it will remain eligible for listing in the National Register of Historic Places. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES <br /> ADVISORY COMMITTEE AS FOLLOWS: <br /> ATTY/RESO.3076/HRAC RESO—1305 EL CAMINO REAL <br /> REV:04-06-15 VR <br /> Page 1of4 <br />
