RESOLUTION NO. 16-02 <br /> A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br /> COMMITTEE OF THE CITY OF REDWOOD CITY FINDING THAT THE <br /> PROPOSED PROJECT LOCATED AT 801 HAMILTON STREET WILL <br /> NOT CAUSE A SUBSTANTIAL ADVERSE CHANGE IN THE <br /> SIGNIFICANCE OF THE HISTORIC RESOURCE ON THE SUBJECT <br /> PROPERTY AND THE ADJACENT HISTORIC RESOURCES, AND <br /> RECOMMENDING APPROVAL OF A DOWNTOWN PLANNED <br /> COMMUNITY PERMIT NO. DPC2015-04 AND SIGN PERMIT NO. <br /> SP2016-010 FOR 801 HAMILTON STREET IN ACCORDANCE WITH <br /> SECTIONS 2.1.3.H, 2.1.4D, 2.10.3A, 2.10.3D, AND 2.10.3P OF <br /> REDWOOD CITY'S DOWNTOWN PRECISE PLAN AND CHAPTER 40 <br /> OF THE REDWOOD CITY CODE <br /> WHEREAS, Applicant, WD Partners, on behalf of Starbucks Coffee Company, <br /> has applied for a Downtown Planned Community Permit and Sign Permit for interior and <br /> exterior modifications to 801 Hamilton Street ("Project") (referred to as 2227 Broadway <br /> in the Downtown Precise Plan ("DTPP")), which consists of, is adjacent to, and across <br /> the street from several historic resources that are each identified in the DTPP as a <br /> "Historic Resource to be Preserved"; and <br /> WHEREAS, at the HRAC meeting of March 10, 2016, the Applicant proposed to <br /> modify the application to remove the grand projecting sign and replace it with a wall sign <br /> in the transom space above the storefront windows on the Broadway elevation, such <br /> new sign to be similar to the Hamilton Street wall sign ("the Revised Project"); and <br /> WHEREAS, under Section 2.0.3.A.3 of the DTPP, the Revised Project is <br /> classified as a Historic Project, and the Historic Resources Advisory Committee <br /> ("HRAC") shall review the project for conformance to the applicable Historic Resources <br /> Preservation standards and guidelines and shall make a recommendation that the <br /> Planning Commission grant approval to projects which the HRAC deems to comply fully <br /> with those standards and guidelines; and the Revised Project is in conformance with the <br /> applicable standards and guidelines; and <br /> WHEREAS, under Section 2.1.4.A of the DTPP, projects which propose <br /> additions or modifications to a property designated as a "Historic Resource to be <br /> Preserved" on the Historic Resources Preservation Regulations Map shall be reviewed <br /> by a qualified architect or architectural historian who shall make a recommendation to <br /> the HRAC as to whether the Project fully adheres to the Secretary Standards for <br /> Rehabilitation, as well as to whether any specific modifications are necessary to do so; <br /> and <br /> WHEREAS, under Section 2.1.4.D of the DTPP, projects on properties located <br /> directly adjacent to an historic property as designated on the Historic Resources <br /> Preservation Regulations Map shall be reviewed by a qualified architect or architectural <br /> ATTY/RES0.0019/H RAC RESO 801 HAMILTON <br /> REV:03-21-16 is <br /> Page 1 of 3 <br />
