RESOLUTION NO. 16-03 <br /> A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br /> COMMITTEE OF THE CITY OF REDWOOD CITY FINDING THAT THE <br /> PROPOSED PROJECT LOCATED AT 801 HAMILTON STREET WILL <br /> NOT CAUSE A SUBSTANTIAL ADVERSE CHANGE IN THE <br /> SIGNIFICANCE OF THE HISTORIC RESOURCE ON THE SUBJECT <br /> PROPERTY AND THE ADJACENT HISTORIC RESOURCES, AND <br /> RECOMMENDING APPROVAL OF A SIGN PERMIT NO. SP2016-030 <br /> FOR 801 HAMILTON STREET IN ACCORDANCE WITH SECTIONS <br /> 2.1.3.H AND 2.1.4D OF REDWOOD CITY'S DOWNTOWN PRECISE <br /> PLAN <br /> WHEREAS, Applicant, WD Partners, on behalf of Starbucks Coffee Company, <br /> has applied for a Sign Permit for the installation of a grand projecting sign at 801 <br /> Hamilton Street ("Project") (referred to as 2227 Broadway in the Downtown Precise Plan <br /> ("DTPP")), which consists of, is adjacent to, and across the street from several historic <br /> resources that are each identified in the DTPP as a "Historic Resource to be <br /> Preserved"; and <br /> WHEREAS, under Section 2.0.3.A.3 of the DTPP, the Project is classified as a <br /> Historic Project, and the Historic Resources Advisory Committee ("HRAC") shall review <br /> the project for conformance to the applicable Historic Resources Preservation standards <br /> and guidelines and shall make a recommendation that the Planning Commission grant <br /> approval to projects which the HRAC deems to comply fully with those historic <br /> resources preservation standards and guidelines; and the Revised Project is in <br /> conformance with the applicable standards and guidelines; and <br /> WHEREAS, under Section 2.1.4.A of the DTPP, projects which propose <br /> additions or modifications to a property designated as a "Historic Resource to be <br /> Preserved" on the Historic Resources Preservation Regulations Map shall be reviewed <br /> by a qualified architect or architectural historian who shall make a recommendation to <br /> the HRAC as to whether the Project fully adheres to the Secretary Standards for <br /> Rehabilitation, as well as to whether any specific modifications are necessary to do so; <br /> and <br /> WHEREAS, under Section 2.1.4.D of the DTPP, projects on properties located <br /> directly adjacent to an historic property as designated on the Historic Resources <br /> Preservation Regulations Map shall be reviewed by a qualified architect or architectural <br /> historian for potential impacts to the adjacent historic resource and by the City's HRAC <br /> for its potential impacts on the adjacent historic resources; and <br /> WHEREAS, the Applicant hired Tom Origer & Associates, a qualified <br /> Architectural Historian listed on the City's list of Qualified Historical Consultants, to <br /> analyze potential impacts to the historic resource on the project site at 801 Hamilton <br /> Street, and the four adjacent historic resources located at 2215 Broadway (Fox <br /> Theatre), 2301-2303 Broadway (Mayers Building/California Pacific Title Co.), 2317 <br /> Page 1 of 2 <br />
