RESOLUTION NO. 17-01 <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE OF THE CITY OF REDWOOD CITY FINDING THAT THE <br />PROPOSED PROJECT LOCATED AT 929 MAIN STREET WILL NOT <br />CAUSE A SUBSTANTIAL ADVERSE CHANGE IN THE SIGNIFICANCE <br />OF THE HISTORIC RESOURCE ON THE SUBJECT PROPERTY, THE <br />MAIN STREET HISTORIC DISTRICT, OR THE ADJACENT HISTORIC <br />RESOURCES AND RECOMMENDING APPROVAL OF A DOWNTOWN <br />PLANNED COMMUNITY PERMIT NO. DPC2016-004 AND LOT LINE <br />ADJUSTMENT LL2016-006 FOR MAIN STREET IN ACCORDANCE <br />WITH SECTIONS 2.1.3.GG, 2.1.4A, 2.1.4.C, AND 2.1.4.D OF REDWOOD <br />CITY'S DOWNTOWN PRECISE PLAN AND CHAPTER 40 OF THE <br />REDWOOD CITY CODE <br />WHEREAS, Applicant, Hayes Group Architects, on behalf of Tim Rust, has <br />applied for a Downtown Planned Community Permit and Lot Line Adjustment for interior <br />and exterior modifications to 929 Main Street ("Project") in the Downtown Precise Plan <br />("DTPP"), which property (a) contains a DTPP "Historic Resource to be Preserved", (b) is <br />located within the City's Main Street Historic District, and (c) is adjacent to three DTPP <br />"Historic Resources to be Preserved"; and <br />WHEREAS, under Section 2.0.3.A.3 of the DTPP, the Project is classified as a <br />Historic Project, and the Historic Resources Advisory Committee ("HRAC") shall review <br />the project for conformance to the applicable Historic Resources Preservation standards <br />and guidelines and shall make a recommendation that the Planning Commission grant <br />approval to projects which the HRAC deems to comply fully with those standards and <br />guidelines; and the Revised Project is in conformance with the applicable standards and <br />guidelines; and <br />WHEREAS, under Section 2.1.4.A of the DTPP, projects which propose additions <br />or modifications to a property designated as a "Historic Resource to be Preserved" on the <br />Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br />architect or architectural historian who shall make a recommendation to the HRAC as to <br />whether the Project fully adheres to the Secretary Standards for Rehabilitation, as well as <br />to whether any specific modifications are necessary to do so; and <br />WHEREAS, under Section 2.1.4.0 of the DTPP, projects on Mitigation of Impacts <br />on Historic Districts as designated on the Historic Resources Preservation Regulations <br />Chart shall be reviewed by a qualified architect or architectural historian for potential <br />impacts on the adjacent historic district and by the City's HRAC for its potential impacts <br />on the adjacent historic district; and <br />WHEREAS, under Section 2.1.4.D.1 of the Downtown Precise Plan (DTPP), <br />projects on properties located directly adjacent to an historic property as designated on <br />the Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br />Page 1 of 3 <br />ATTY/RESO.0035/HRAC RESO 929 MAIN STREET <br />REV: 04-10-1715 <br />
