<br />Page 1 of 6 <br />ATTY/RESOS/2017/RESO.0069/HRAC RESO 851 MAIN STREET <br />REV: 07-05-17 PR <br />RESOLUTION NO. 17-02 <br /> <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE OF THE CITY OF REDWOOD CITY FINDING THAT THE <br />PROPOSED PROJECT LOCATED AT 851 MAIN STREET WILL NOT <br />CAUSE A SUBSTANTIAL ADVERSE CHANGE IN THE SIGNIFICANCE <br />OF THE HISTORIC RESOURCE ON THE SUBJECT PROPERTY, ON <br />THE ADJACENT HISTORIC RESOURCE, OR ON THE MAIN STREET <br />HISTORIC DISTRICT, AND RECOMMENDING APPROVAL OF <br />DOWNTOWN PLANNED COMMUNITY PERMIT NO. DPC2014-09 IN <br />ACCORDANCE WITH THE DOWNTOWN PRECISE PLAN, AND <br />CHAPTER 40 OF THE REDWOOD CITY MUNICIPAL CODE <br /> <br /> WHEREAS, Applicant, The Acclaim Companies, has applied for a General Plan <br />Amendment, Precise Plan Amendment, Downtown Planned Community Permit, <br />Tentative Parcel Map, and Use Permit to demolish existing non-historic buildings <br />located at 855 Main Street and 852 Walnut Street, to remove the south wall, roof and <br />floor of the designated historic landmark located at 847-849 Main Street (DTPP Historic <br />Resource DD), and to construct a multi-story addition to the designated historic <br />landmark for a total of 85,732 square feet (“Project”) in the Downtown Precise Plan <br />(“DTPP”) area; and <br /> <br />WHEREAS, under Section 2.0.3.A.3 of the DTPP, the Project is classified as a <br />Historic Project, and the Historic Resources Advisory Committee (“HRAC”) shall review <br />the project for compliance with the applicable Historic Resources Preservation <br />Standards and Guidelines and shall make a recommendation that the Planning <br />Commission grant approval to projects which the HRAC deems to comply fully with <br />those standards and guidelines; and <br /> <br />WHEREAS, Section 2.0.3.A.3 of the DTPP also provides for exceptions to the <br />Historic Resources Preservation Standards and outlines an alternate path for review; <br />and <br /> <br />WHEREAS, Section 2.1.4. of the DTPP requires additional review by a qualified <br />architect or architectural historian for potential impacts on properties that contain historic <br />resources to be preserved, impacts on historic districts, and properties adjacent to <br />historic resources; and <br /> <br />WHEREAS, Chapter 40 of the Redwood City Municipal Code requires the HRAC <br />to review any application to tear down, demolish, construct, alter, remove, or relocate <br />any improvement, or any portion thereof, which has been designated a historic <br />landmark, is within a historic district, or is on a historic site; and <br /> <br />WHEREAS, 847-849 Main Street is identified as a Historic Resource to be <br />Preserved (Historic Resource DD) in the DTPP, is identified as a contributor to the Main <br />Street Historic District, and is designated as a historic landmark (designated by the City <br />
