RESOLUTION NO. 13-01 A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY COMMITTEE OF THE CITY OF REDWOOD CITY DETERMINING THAT THE PROPOSED PROJECT AT 525 MIDDLEFIED ROAD WILL NOT HAVE AN ADVERSE IMPACT ON THE ADJACENT HISTORIC RESOURCE AT 605 MIDDLEFIELD ROAD PURSUANT TO SECTION 2.1.4.D OF THE CITY OF REDWOOD CITY'S DOWNTOWN PRECISE PLAN WHEREAS, Applicant, Downtown RWC Res, LLC has applied for a Downtown Planned Community Permit for the construction of a new 471-dwelling unit residential project at 525 Middlefield Road, which consists of ten floors and a 599-stall subterranean parking garage (the Project) which is adjacent to 605 Middlefield Road, which is identified in the Downtown Precise Plan as a "Historic Resource which may be Altered, Relocated or Removed"; and WHEREAS, under section 2.1 .4.D each proposed development adjacent to historic resources that require discretionary approval shall be reviewed by a qualified architect or architectural historian, approved by the City, and meeting the Secretary of Interior's Professional Qualification Standards and by the City's Historic Resources Advisory Committee (HRAC) for its potential impacts on the adjacent historic resources; and WHEREAS, on August 14, 2013, the HRAC conducted a public meeting, in accordance with all applicable requirements of State Law to review the report (Exhibit A) prepared by Richard Brandi, an Architectural Historian, approved by the Office of Historic Preservation and meeting the Secretary of Interior's Professional Qualifications Standards (36 CFR part 6) to determine whether the proposed Project would have an adverse impact on the historic resource 605 Middlefield Road. NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES ADVISORY COMMITTEE AS FOLLOWS: Section 1. The HRAC hereby recommends consistent with the recommendation of Richard Brandi, Architectural Historian, that the Planning Commission find that the Project will not have an adverse impact on the historic resource of 605 Middlefield Road.
