Polati
522 Eastview Way
Woodside, CA 94062
Subject: Application for Zoning Map Amendment
Project No.: ZM 2006 -02
Property Addresses: 343, 357, 367 & 375 Alameda De Las Pulgas
Assessor's Parcel Numbers: 058 -252 -010, -020, -030 & -040
Dear Mr. Polati:
Your application for Prezoning, which would enable a Zoning Map Amendment, in the event of
an annexation approval for your property located at 343 Alameda De Las Pulgas, as well as
three other properties, has been reviewed by the City Council. An application for an annexation
of the four subject properties was filed with the Local Agency Formation Commission (LAFCO)
in 2006. Generally, LAFCO encourages realignment of municipal boundary lines and
annexation of remnant unincorporated areas. In this case, these four properties are surrounded
on all sides by incorporated properties and all property owners support the annexation proposal.
On October 24, 2006, the Planning Commission reviewed the application for prezoning and
annexation of properties located at 343 — 375 Alameda De Las Pulgas and a portion of the
Alameda between Harding Avenue up to the Hetch Hetchy right -of -way. Moreover, the Planning
Commission found that the prezoning to be in the public interest and made a recommendation to
the City Council to initiate a Zoning Map Amendment to pre -zone the subject properties to the
"R -1" Single- Family Residential Zoning Designation. On January 14, 2008, the City Council
introduced an Ordinance to prezone properties located at 343, 357, 367 & 375 Alameda De Las
Pulgas to Residential- Single Family (R -1) Zoning District. The City Council and the County
reached an agreement with respect to the Property Tax Exchange on May 12, 2008. On June
18, 2008, LAFCO approved the proposed annexation by resolution. The annexation became
effective 30 calendar days later on July 18, 2008. At that time, the pre - zoning became the new
designation for these parcels.
In order for the City Council to support the proposed annexation, the Council introduced an
Ordinance to prezone the properties located at 343, 357, 367 & 375 Alameda De Las Pulgas to
Residential- Single Family (R -1) Zoning District (Attachment 1). The City Council found that the
prezoning would be in the public interest and adopted the following findings:
