BACKGROUND Appeal Summary Under consideration is an appeal filed by Carol and Nicholas Berg, applicants for the Cambridge Academy project (Project) located at the Redwood Baptist Church property at 2323 Euclid Avenue. The applicants are appealing the Planning Commission's decision, which was to deny the Use Permit application upon consideration and certification of an Environment Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA). Project Description The proposal is to operate a transitional kindergarten through 8 grade private school. General hours of operation would be Monday through Friday from 7:30AM to 3:OOPM and extended after school care from 3:OOPM to 6:OOPM (see Attachment 5, Draft EIR, p. 14, Table 2.1 -1). First year enrollment is anticipated to be 60 students and 11 employees, and full capacity is anticipated to be reached during the sixth year of operation at 180 students and 20 employees. The Fellowship Hall, which currently has six classrooms, a kitchen, storage rooms, auxiliary rooms, and restrooms, would be improved to accommodate nine classrooms. Three outdoor play areas are proposed, including the existing playground, a proposed lawn play area and a proposed asphalt area (see Applicants' Project Description and Project Plans, Attachments 3 and 4). As mentioned above, in response to the Planning Commission's concerns and as part of the appeal, the Applicants are offering to further reduce the scale of the project (see Attachment 9). It is important to note that the school would be separate from, and in addition to, the Roots N Wings Montessori School, which currently operates at the subject property in a separate building. Planning Commission Review and Action Since its first meeting on November 27, 2012, the Planning Commission expressed concerns about the Project. The Planning Commission also acknowledged the related neighborhood traffic, noise and safety concerns raised by neighbors in regards to the expansion of nearby Roosevelt School. The overall intensity of the proposed school use, and how it would compound existing traffic conditions related to Roosevelt School's expansion, was a primary concern throughout the review process. On December 10, 2013, the Planning Commission deliberated over the following issues of concern: • Existing traffic operations of Roosevelt School. • Approval of the Project would exacerbate traffic and queuing concerns by the neighbors. • Approval of the Project would create significant unavoidable noise impacts
