7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 28, 2014 <br /> SUBJECT <br /> Amendment of the City's Classification and Salary Plan <br /> RECOMMENDATION <br /> Adopt a Resolution establishing the classifications of Fire Plan Checker, Human <br /> Resources Analyst I /II, Principal Analyst - Workers' Compensation, Principal Planner, <br /> and Public Works Field Supervisor, and amend the Classification and Salary Plan <br /> accordingly. <br /> BACKGROUND <br /> In support of the City Council's strategic initiative of efficient government operations, the <br /> City's Classification and Salary Plan is periodically reviewed and amended to provide <br /> for optimal organizational performance. In the recently approved 2014 -2015 budget, the <br /> City's executive team and managers analyzed staffing needs to deliver on core services <br /> and Council's strategic priorities in the context of increasing and emerging service <br /> demands. Informed by this analysis, staff reviewed the existing classification and salary <br /> plan and is recommending approval of the following classifications: Fire Plan Checker, <br /> Human Resources Analyst I /II, Principal Analyst — Workers' Compensation, Principal <br /> Planner, and Public Works Field Supervisor. The Principal Analyst classification is a <br /> new position funded in the 2014 -2015 budget. The other new classifications reflect <br /> revisions to existing positions and are also funded in the current budget. <br /> ANALYSIS <br /> Staff developed job specifications to accurately capture the scope and qualifications and <br /> conducted a survey of comparable classifications to determine the appropriate salary <br /> range for each of the proposed positions. In addition, consideration was given to the <br /> internal alignment of salaries for existing superior, subordinate, and peer -level <br /> classifications within the City. <br /> Community Development: Planning and Building Plan Check Services <br /> The proposed classifications reflect the need to realign staff capacity at both technical <br /> and management levels as the City's development activity has increased significantly, <br /> and continued service demand is expected. <br /> The Fire Plan Checker classification was developed in order to enhance the efficiency <br /> of service in the development review process and to facilitate increased coordination <br /> between the Building and Inspection Division and the Fire Prevention Division of the <br />
