8.B. - Page 34 <br /> Academy Project under CEQA, the CEQA Guidelines, and the Redwood City <br /> Municipal Code and Zoning Ordinance. <br /> Section 3. The Planning Commission certifies that the Final EIR for the <br /> Project was presented to the Planning Commission, that the Final EIR was <br /> prepared, published, circulated, reviewed and completed in full compliance with <br /> State law, including but not limited to CEQA and the CEQA Guidelines, that <br /> there was adequate public review of the Draft EIR, that it has considered all <br /> comments on the Draft EIR and responses to comments, that the Final EIR <br /> adequately discusses all significant environmental issues, and that the Final EIR <br /> reflects the independent judgment and analysis of the Planning Commission. <br /> Section 4. The Planning Commission has reviewed and considered the <br /> information contained in the Final EIR prior to acting on the proposed Cambridge <br /> Academy Project. <br /> Section 5. The information added to the Final EIR does not constitute <br /> significant new information requiring recirculation, but rather that additional <br /> information clarifies or amplifies an adequate EIR. <br /> Section 6. As described in the Final EIR (Section 4.1 on p. 24 -27, <br /> Sections 4.3 to 4.13 on p. 37 -80, and Section 5.0 on p. 81 -83, of the Draft EIR), <br /> the Project would result in no or less than significant effects to the environment <br /> relating to land use and planning, transportation, hazardous materials, air quality, <br /> greenhouse gas emissions, energy, utilities and service systems, visual <br /> character, geology and soils, hydrology and water quality, biological resources, <br /> cultural resources, and public facilities and services. With regard to hazards and <br /> hazardous materials impacts, as described in Section 4.4.3 on page 48 -49 of the <br /> Draft EIR, the Project's conformance with the regulatory requirements outlined in <br /> Section 4.4.3.1 would reduce the potential for the Project to result in hazardous <br /> material impacts to less -than- significant levels. <br /> Section 7. The Final EIR identified significant and unavoidable noise <br /> impacts resulting from the Project's outdoor activities, both under Project- related <br /> outdoor activities (Section 4.2.3.2 on p. 32 -35 of the Draft EIR) and under <br /> cumulative conditions (Section 6.1.4 on p. 86 -88 of the Draft EIR), which <br /> considers the cumulative noise impact from project - related noise activities in <br /> combination with noise associated with the existing Montessori preschool onsite <br /> at full enrollment. Implementation of mitigation measures MM NOI -1 (Section <br /> 4.2.4.1 on p. 35 of the Draft EIR) and MM CUM NOI -1 (Section 6.1.5.1 on p. 88 <br /> of the Draft EIR), both of which require that a 7 -foot tall noise barrier be <br /> constructed between the proposed play areas and the adjacent residences as <br /> shown in Figure 4.2 -2 of the Draft EIR (p. 36), would reduce the Project's noise <br /> impacts but not to less than significant levels.
