8.B. - Page 59
Civil and Transportation Engineering
ie
June 4, 2014 ( p
Joy
Ms. Michelle Littlefield op ?O/
Associate Planner Na s0a S-
Community Development Department
City of Redwood City
1017 Middlefield Road
Redwood City, CA 94063
RE: Cambridge Academy Site Circulation Plan dated May 6, 2014
Dear Michelle,
I have reviewed the revised site circulation plan prepared by Nicholas Berg and have the
following observations and comments:
1. The plan reduces the total number of students in year six from 180 to 150. The TIA
(traffic impact analysis) was based on a student population of 180 students by year six.
The reduction in students would further reduce any quantifiable traffic impacts created
by the project. There were none in the TIA..
2. The revised circulation plan includes further consideration for traffic generated by the
Montessori School and the Roosevelt School. The arrival time for the Academy has been
changed from 7:30 -8:15 to 8:10 -8:40 and the departure time has been changed from 3:00-
3:30 to 3:15 -3:45 so as not to compound the arrival and departure times for the Roosevelt
School.
3. The drop off and pick up procedures have also been refined. Because the Academy will
not reach its full student population of 150 students until the sixth year of operation,
these procedures can be refined over time if need be.
4. The circulation plan assumes a vehicle length of 16 feet and a vehicle -to- vehicle spacing
of three feet. The driveway around the west side of the property to the front of the drop
off area is 415 feet. Using the plan's vehicle queue length of 19 feet the driveway has a
capacity of 22 vehicles. A more conservative vehicle queue length of 25 feet would
provide a queuing capacity of 17 vehicles. In reality the queue capacity will likely be
somewhere in between the two estimates. According to the arrival and departure
calculation sheets, pages 8 -13, the maximum queue in the morning arrival period will be
five vehicles. During the afternoon pick up period the maximum queue is calculated to
be 13 vehicles. It appears that the driveway will have sufficient queuing capacity for the
Academy at full student population of 150 be the sixth year.
837 Columba Lane • Foster City, CA 94404 • (650)212 -0837 • FAX(650)212 -3150
