This statement of overriding considerations is based on the City Council's review of the Final EIR, and other information in the administrative record. Each of the benefits identified below provides a separate and independent basis for overriding the significant environmental effects of the Project. The benefits of the Project are as follows: a. The Project would further General Plan policies that encourage more complete neighborhoods that include complimentary uses such as schools, parks, libraries, and other neighborhood - serving uses (p. BE -14 of the General Plan). b. The Project would reinforce the City's belief that education leads to community success, as described in the General Plan's Building Community Element; therefore, the City values and promotes education and lifelong learning in recognition of these benefits. c. The Project would support General Plan Goal BC -8 of providing opportunities for residents of all ages and backgrounds to access high - quality education services that maximize each individual's potential. d. The Project's outdoor activities would further the City's vision of a healthy community, including one that supports families' needs for recreation, quality child care, and provides opportunities for lifelong education and learning. Specifically, the Project would further General Plan Policy BC -7.2, which states the City will assist in the reduction of childhood obesity by increasing opportunities for outdoor recreation and promoting physical activity within and outside of school and child care settings. e. The Project would further General Plan Policy BC -10.2, which states that the City will integrate the child care needs of those who live and work in the City into the City's planning processes. Locate child care services, where possible, in or near housing, transportation, and employment centers so as to be convenient to residents and workers. Other Benefits: Section 3 of the Draft EIR describes the Project's consistency with regional and local plans and policies such as the Bay Area 2010 Clean Air Plan, the San Mateo County Congestion Management Program, the State Water Quality Control Board National Pollutant Discharge Elimination System Permit, the San Mateo Countywide Water Pollution Prevention Program, Senate Bill 375, Redwood City General Plan policies and the City of Redwood City Community Climate Action Plan. Section 11. The City Council directs that, upon certification of the EIR and approval of the Project, the City's Community Development Department shall file a Notice of Determination with the County Clerk of the County of San Mateo.
