8.B. - Page 72 ATTACHMENT 13 <br /> not mitigated to less- than - significant levels. This statement of overriding <br /> considerations is based on the City Council's review of the Final EIR, and other <br /> information in the administrative record. Each of the benefits identified below <br /> provides a separate and independent basis for overriding the significant <br /> environmental effects of the Project. The benefits of the Project are as follows: <br /> a. The Project would further General Plan policies that encourage <br /> more complete neighborhoods that include complimentary uses <br /> such as schools, parks, libraries, and other neighborhood - serving <br /> uses (p. BE -14 of the General Plan). <br /> b. The Project would reinforce the City's belief that education leads <br /> to community success, as described in the General Plan's <br /> Building Community Element; therefore, the City values and <br /> promotes education and lifelong learning in recognition of these <br /> benefits. <br /> c. The Project would support General Plan Goal BC -8 of providing <br /> opportunities for residents of all ages and backgrounds to access <br /> high - quality education services that maximize each individual's <br /> potential. <br /> d. The Project's outdoor activities would further the City's vision of <br /> a healthy community, including one that supports families' needs <br /> for recreation, quality child care, and provides opportunities for <br /> lifelong education and learning. Specifically, the Project would <br /> further General Plan Policy BC -7.2, which states the City will <br /> assist in the reduction of childhood obesity by increasing <br /> opportunities for outdoor recreation and promoting physical <br /> activity within and outside of school and child care settings. <br /> e. The Project would further General Plan Policy BC -10.2, which <br /> states that the City will integrate the child care needs of those <br /> who live and work in the City into the City's planning processes. <br /> Locate child care services, where possible, in or near housing, <br /> transportation, and employment centers so as to be convenient <br /> to residents and workers. <br /> Other Benefits: Section 3 of the Draft EIR describes the Project's consistency with <br /> regional and local plans and policies such as the Bay Area 2010 Clean Air Plan, <br /> the San Mateo County Congestion Management Program, the State Water Quality <br /> Control Board National Pollutant Discharge Elimination System Permit, the San <br /> Mateo Countywide Water Pollution Prevention Program, Senate Bill 375, Redwood <br /> City General Plan policies and the City of Redwood City Community Climate Action <br /> Plan. <br /> Section 11.
