7.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 28, 2014 <br /> SUBJECT <br /> Maintenance agreements for the Kaiser Hospital replacement project at 1100 Veterans <br /> Blvd. by Kaiser Foundation Hospitals, a California nonprofit public benefit corporation <br /> RECOMMENDATION <br /> 1. By motion, approve and authorize the City Manager to execute a Landscape <br /> Maintenance Agreement with Kaiser Foundation Hospitals, a California nonprofit public <br /> benefit corporation. <br /> 2. By motion, approve and authorize the City Manager to execute a Stormwater <br /> Treatment Measures Maintenance Agreement with Kaiser Foundation Hospitals, a <br /> California nonprofit public benefit corporation. <br /> BACKGROUND <br /> In September 2003, a Kaiser Precise Plan was adopted to allow master planning of the <br /> Kaiser Hospital campus. The Kaiser Master Plan involves phased demolition of all <br /> existing Kaiser campus buildings except for the Veterans Boulevard parking structure. <br /> Improvements include construction of a new hospital and offices and on -site and off -site <br /> campus improvements, including landscape, storm -water treatment, hardscape, and <br /> pedestrian and bike improvements. These improvements were approved by Planning <br /> Commission through a Planned Community Permit. <br /> ANALYSIS <br /> The Community Development Department has approved the plans for the off -site <br /> landscape improvements and on -site stormwater treatment measures, submitted by the <br /> developer's design consultants, HOK and BKF Engineers. To ensure continued <br /> operation and maintenance of the on -site stormwater treatment measures and off -site <br /> landscape improvements the owner /applicant is required to enter into a Stormwater <br /> Treatment Measures Maintenance Agreement and a Landscape Maintenance <br /> Agreement. <br /> ALTERNATIVES <br /> Council may choose not to approve the agreements. <br /> FISCAL IMPACT <br /> There is no fiscal impact to the City as a result of this action. <br />
