John Barron spoke about geology concerns in and around the Laurel Way Joint Venture <br /> Area. He stated that he visited 3663 Glenwood where the owner has landslide <br /> concerns and created a PowerPoint based on that visit. He thanked Bill Ekern, <br /> Community Development Director, for his quick response on what he has observed and <br /> shared. He asked that the City look thoroughly into the geotechnical reporting for the <br /> Laurel Way Joint Venture area before extensive work is done. <br /> Angela Kraft Cross, resident on Highland and Laurel Way, spoke about her ongoing <br /> concerns about the Laurel Way Joint Venture Project. Her concerns included traffic, <br /> construction, geology of the "fragile, small canyon," and questioned builder's rights at <br /> whose expense. She also spoke about the difficult access for emergency City services <br /> and landslides. <br /> Robert Cross, resident on Highland and Laurel Way, spoke about his concerns that <br /> house sizes would get out of control and landslides. He noted that one lot in the Laurel <br /> Way area is being developed and the house seems to be much larger than it should be. <br /> Beverly Purrington, a resident of Vista Drive, asked the Council to remove the Laurel <br /> Way Joint Venture resolution from this evening's agenda because the item will subject <br /> residents in the area to ongoing problems. She stated this does not reflect the vote the <br /> Council took at the September meeting and opined that this is a risky project and that <br /> the city has resisted this project for many years. She noted that the final EIR <br /> (Environmental Impact Report) states that studies will need to be done, particularly <br /> since there is no guaranteed source of water in case of fire and said there is insufficient <br /> information on soil stability in the area. <br /> Richard White, a resident on Vista Drive, spoke against the Laurel Way resolution and <br /> opined that the resolution and report are full of misstatements and errors. He agreed <br /> with Ms. Purrington that this contradicts a previous decision City Council made. He <br /> stated that there are brand new lots here that have not been acknowledged and <br /> questioned the clarity of what exactly the City Council (may be) approving tonight. He <br /> stated that the land is already sliding and geological evidence shows it is deep. <br /> Nancy Krosse, a resident of Highland Avenue, spoke against the Laurel Way Joint <br /> Venture Project and noted concerns with landslides and the potential for serious <br /> damage as their biggest investments are their homes. She said they are very <br /> concerned about the slopes and noted there is not a Residential Hillside code. <br /> 7. CONSENT CALENDAR <br /> Several Council Members commented favorably on Item 7.1.A in terms of the savings <br /> and in looking at street lighting holistically. <br /> M/S Aguirre/Seybert to approve the Consent Calendar excluding item 7.2B where the <br /> vote is 6-0 with Howard abstained and on this item Council Member Bain is voting for <br /> the resolution but still voting against modifying Condition 19.
