Recommendation: <br /> Adopt a resolution maintaining the existing Solid Waste collection rates and <br /> approving a 1.69% increase for Unscheduled Services effective January 28, <br /> 2014. <br /> RESOLUTION NO. 15322 OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY ESTABLISHING SOLID WASTE COLLECTION RATES <br /> Mr. Ekern, Community Development Manager, commented that they are asking for a <br /> new rate (for Unscheduled Services) but otherwise they recommend that solid waste <br /> rates remain the same and are open to questions from Council. There were no <br /> questions from Council. <br /> Mayor Gee opened the Public Hearing. <br /> Public Comment <br /> Claire Felong thanked Council for all that they do for the community and spoke about a <br /> Yahoo group she has been moderating on ways to keep solid waste down. She opined <br /> that it is inappropriate to have a public hearing one day before the rates are due to <br /> increase and spoke in favor of having more time. She said she is sorry about the SIMS <br /> fires but also commented that it is an important part of waste management and having a <br /> place to bring waste metals. She also spoke against restaurants using Styrofoam and <br /> plastic cups. <br /> M/S Pierce/Aguirre to close the Public Hearing. Mr. Ekern stated for the record that two <br /> protests to the increased rate out of the 18,898 notices sent were received. Motion <br /> carried by voice vote 6-0 with Council Member Seybert. <br /> One Council Member asked for clarification/confirmation that the Utilities Committee's <br /> recommendation was to maintain the existing residential and commercial collection <br /> rates and the increase is only for unscheduled services. Vice Mayor Foust, Chair of the <br /> Utilities Committee, apologized that the information should have gone out to the <br /> community sooner but there was a process issue. Dr. Bell said that notifications were <br /> sent out as required per Proposition 218, but that it was unusual in that it was for this <br /> one service type that is infrequently utilized and this is why the process appears <br /> different. <br /> Another Council Member asked for a future update on the polystyrene ban and if there <br /> are any issues with enforcement. Dr. Bell said the plastic bag ban was instituted <br /> recently and this would be a good opportunity, along with the County, for a full update to <br /> the community. <br /> M/S Pierce/Howard to adopt the resolution.
