_ i <br /> designations that the most density of development will be in the EI Camino corridor and <br /> downtown, centered around transportation. <br /> She continued to speak about the Inner Harbor taskforce process; how she attended <br /> various meetings, was pleased with the process and timeline, did not think the process <br /> was being rushed, and looks forward to what the outcomes are to these meetings. She <br /> asked if Century 12 is included in the update. Mr. Ekern said that the City is looking for <br /> development proposals. This same Council Member mentioned three more items. The <br /> first is that she would like more of a reference to water transit in the report, have the City <br /> work more with the Port, and create a future opportunity to partner with the private <br /> sector. Secondly, she added that the Fair Oaks Community Center campus should be <br /> looked at as a whole (center and library need attention to be more efficient to the <br /> community) and she appreciated it being mentioned on the General Plan. She would <br /> like to see the City partner with the County for this campus. Lastly, she also alluded to <br /> the Redwood Creek improvements. While she understands it is costly and a long term <br /> goal, it was important to list it as a possibility, and she was pleased to see that inclusion. <br /> Another Council Member agreed with some of the prior comments. He was pleased to <br /> see the Climate Action Plan on the Consent Calendar. He mentioned that they have <br /> been working hard to get more pedestrian and bicycle access in the City and would like <br /> to continue that. He asked about a particular area that was left outside of the General <br /> Plan about Tidal Plan Zoning and an Urban Reserve overlay. He wanted to know if this <br /> was going to be discussed at a later date or this was going to be left unresolved. Staff <br /> concurred that it be left unresolved. The Council Member wanted to know if this was <br /> going to be needed for the General Plan, and we should leave it until something comes <br /> up to force the issue. Mr. Ekern confirmed. This Council Member said we may want to <br /> reconsider that at some point, but he'll leave it at that for now. <br /> One other Council Member wanted to point out that the General Plan is a vision of <br /> where the City is headed. He stated that what the City had planned, is now reality. He <br /> said the changes in the Plan made sense to the changing community around us. He <br /> encourages staff to keep it up and that we should celebrate the fact that we have a <br /> roadmap and we are achieving it. With regards to the RHNA numbers, he opined that <br /> Redwood City has done a phenomenal job creating housing. He feels that we <br /> surpassed the RHNA numbers, especially compared to other cities in the Peninsula. <br /> He thanked Mr. Ekern for the report. <br /> Another Council Member brought up two matters: dual plumbing and how that is being <br /> included with new developments. Mr. Ekern said it is part of the requirement for the <br /> new permits and it's expected when it is built. Also, the same Council Member <br /> expressed concerns of higher density neighborhoods where there are smaller lots how <br /> the parking availability may be impacted. She asked staff to look at this issue, <br /> especially if lots are merging. Mr. Ekern said those were valid points. He stated that <br /> the City will be looking at a series of Zoning Code Amendments that will get to the heart <br /> of the issue, looking at secondary dwellings and alternative solutions, and ensuring that <br /> density areas are where they should be like the corridors in the downtown area. <br /> CITY COUNCIL April 7, 2014 <br /> MEETING MINUTES PAGE 6 <br /> MINUTE BOOK NO. 65 <br /> Page No. 121 <br />
