Edward Stancil, a Docktown resident and with the Sequoia Yacht Club and P.I.C.Y.A. (Pacific Inter-Club Yacht Association), spoke about the area and having water access for the public as opposed to gated areas where there is no public access. He would like consideration of the difference between what residents and nonresidents pay. JoAnn McDonnel, a Docktown resident and Vice President of the Redwood Creek Association, spoke about affordable housing as it pertains to the Docktown Marina. She mentioned the percentage of low income residents in this city and how these low income households are being priced out of this market. She spoke in support of floating homes, homes along the water front, low and affordable housing. Ms. McDonnel opined that there is an opportunity to save over 100 affordable housing units in Docktown by working with the State Lands Commission and the State legislature. Bob Hefla, a homeowner of a floating home at Docktown marina, opined that Docktown is a unique and eclectic community like Sausalito. He is looking for an improved marina that would be an attraction for this City. He opined that the floating homes can be modified as an attraction and for the people to see and it would also bring people into the downtown area. Orlene Chartain, a Task Force member, representing Docktown and Treasurer for the Redwood Creek Association, thanked the Mayor and City Council for creating this Inner Harbor Task Force and giving them the opportunity to create a historic legacy for Redwood City. She mentioned that the Task Force has agreed to provide floating communities in the Inner Harbor and she was grateful for that. But, she also requested Council that during the transition period, as the City and developers work through the jurisdictional issues and construction that the floating communities remain in the water. She is in support of having those who live on the water being able to stay on the water. Peggy Bruggman, on behalf of the Friends of Redwood City, appreciates the work of the Inner Harbor Task Force process and there are some opportunities to pursue and enhance. She shared two concerns about the recommendation to develop the wetlands habitat in the Ferrari property given how much wetland has already been lost. She advocated for retaining Open Space and noted having opposed development in the past. She recommended that the City should follow another recommendation to improve the infrastructure that is already there, add public access, and review concerns about building height. James Jonas, a member of BIAC and a Docktown resident, thanked the Task Force for its work and spoke in support of earlier comments made regarding BIAC. He supports the Ferrari site approach but expressed concerns about sea level rise, State Lands Commission's jurisdiction, and the public trust doctrine. He said he too is in favor of allowing for greater creativity and push back against accepting certain assumptions.
