Resolution of Intent to Establish a Community Benefit Improvement <br /> District in Downtown Redwood City and a Motion Authorizing the City <br /> Manager to Sign the City-owned Property Petitions in Support of the <br /> Community Benefit Improvement District ("CBID") (506) <br /> Recommendation: <br /> 1. Approve the Resolution of Intent which instructs the City Clerk to mail out <br /> ballots to every affected property owner; <br /> 2. Approve the associated Management Plan and Engineer's Report; <br /> 3. Make a motion authorizing the City Manager to sign the City-owned property <br /> petitions in support of the CBID; and <br /> 4. Make a motion authorizing the City Manager to Vote Yes on the CBID once the <br /> City's property ballots are received. <br /> RESOLUTION NO. 15347 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> DECLARING ITS INTENTION TO FORM THE DOWNTOWN REDWOOD CITY <br /> DOWNTOWN COMMUNITY BENEFIT IMPROVEMENT DISTRICT PURSUANT TO THE <br /> REDWOOD CITY COMMUNITY BENEFIT IMPROVEMENT DISTRICT PROCEDURAL <br /> ORDINANCE AND SETTING A TIME AND PLACE FOR A PUBLIC HEARING IN <br /> CONNECTION THEREWITH <br /> Diane Howard, Council Member, recused herself from this item since she has a financial <br /> interest in the downtown and left the Council Chambers. <br /> Sean Brooks, Economic Development Manager, presented the report (presentation on <br /> file). Mr. Brooks announced that as of now the approval rate has reached 31.44% <br /> excluding the County and the City's votes. He provided an overview of all the steps <br /> leading up to tonight and the upcoming next steps. <br /> Vice Mayor Foust thanked the property owners who returned the petition to find out where <br /> people stood. The Vice Mayor said that by raising the additional $800,000 the Council is <br /> able to keep the level of service that has been achieved. She noted that for those who <br /> have the knowledge, they know that this is the third or fourth time this is being tried and <br /> this is very exciting that we are so close to success. One Council Member noted that this <br /> is a level of partnership that is amazing since tonight we began by talking about <br /> partnerships and now this is the ultimate partnership with business owners taxing <br /> themselves to reinvest in our downtown and improve the emerging neighborhood and <br /> support the Renaissance. The Mayor and various Council Members complimented staff <br /> on all the hard work and the leadership of City Manager Dr. Bell. <br /> Dr. Bell said the County will have this matter before the Board of Supervisors for a vote <br /> next week and then the City will have that information. <br /> M/S Aguirre/Foust to adopt staff recommendation #1. Motion carried by unanimous <br /> electronic vote with Council Member Howard recused and Council Members Bain <br /> and Pierce absent.
