Summary
A review was conducted of the Jefferson Street project located on the block bounded by Wilson,
Jefferson, Franklin streets and the Caltrain railroad tracks. This project proposes to move or
demolish the historic house at 103 Wilson Street. The Downtown Precise Plan requires
mitigation for the loss of 103 Wilson Street and this report contains a mitigation approach
consistent with the Plan.
Methods
This review was conducted by Richard Brandi who holds an M.A. in Historic Preservation from
Goucher College, Maryland and a B.A. from U.C. Berkeley. He is listed as a qualified historian
with the California Historical Resources Information System. With more than 10 years of
professional experience in architectural history and historic preservation, Mr. Brandi meets the
requirements of a Qualified Professional as set forth by the Secretary of the Interior. He reviewed
the plans, consulted the Downtown Precise Plan, reviewed the DPR form, and performed a site
visit.
2
ATTY/RESO.3005/HRAC — 103 WILSON STREET AKA GREYSTAR Page 4 of 8
REV: 08-08-14 VR
