7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 25, 2014 <br /> SUBJECT <br /> Installation of Stop Signs on James Avenue at Elwood Street <br /> RECOMMENDATION <br /> By resolution, approve the installation of stop signs on James Avenue at the intersection <br /> with Elwood Street. <br /> BACKGROUND <br /> Many residents living on Duane Avenue are concerned with traffic safety and <br /> undesirable driving behavior in the neighborhood. They also have concerns about the <br /> loading procedures of the adjacent schools, McKinley Institute of Technology and <br /> Northstar Elementary. Over the past year the residents, Redwood City School District <br /> personnel, school staff and City staff have worked together on a trial plan for the <br /> school's loading procedures. City staff has held two neighborhood meetings to discuss <br /> the issues impacting the neighborhood and solicit feedback from the residents on the <br /> trial initiatives. At the first meeting the neighborhood requested that the city look into <br /> additional stop signs on James Avenue to increase safety and to improve access for the <br /> side streets. <br /> Based on this request, City staff reviewed the characteristics of the nearby intersections <br /> on James Avenue. Staff determined James Avenue and Elwood Street intersection was <br /> the most appropriate intersection to evaluate for possible stop sign installation. <br /> ANALYSIS <br /> Staff has evaluated the conditions at the James Avenue and Elwood Street intersection <br /> and recommends that new stop signs be installed. Elwood Street, (the minor-volume <br /> street) is already stop-controlled and would remain stop-controlled. As proposed, James <br /> Avenue, (the major-volume street) would be stop-controlled and the intersection would <br /> then become a multi-way (three-way), stop-controlled intersection. <br /> Staff reviewed roadway safety concerns expressed by residents of the surrounding <br /> neighborhood. Specifically, their concerns about the lack of sufficient traffic control, the <br /> difficulty navigating the intersections, and the difficulty of pedestrian crossings. <br />
