7.3.A. - Page 3
FISCAL IMPACT
The cost of stop-sign installation is approximately $2,500.00. Funds are available for
this purpose from the Gas Tax Construction Fund — Traffic Calming which has sufficient
available balance. Minor maintenance costs will be incurred in future years.
ENVIRONMENTAL REVIEW
As the lead agency, City of Redwood City has determined that James Avenue and
Elwood Street are existing public streets within Redwood City's jurisdiction and qualify
for categorical exemption as "Existing Facilities" under the California Environmental
Quality Act (CEQA), section 15301:
Class 1 consists of the operation, repair, maintenance, permitting, leasing,
licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving negligible or no expansion
of use beyond that existing at the time of the lead agency's determination. The types of
existing facilities itemized below are not intended to be all-inclusive of the types of
projects which might fall within Class 1. The key consideration is whether the project
involves negligible or no expansion of an existing use.
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian
trails, and similar facilities (this includes road grading for the purpose of public
safety).
The installation of stop signs to the street is a minor alteration to the existing facilities,
which do not establish a higher speed limit along a significant portion of the street and
will not result in more than a negligible increase in use of the street. Furthermore, this
project has been designed consistent with the city's standards and the California
Manual of Uniform Traffic Control Devices.
CHRISTIAN HAMMACK
ASSISTANT ENGINEER II
AARON AKNIN
COMMUNITY DEVELOPMENT DIRECTOR
