7.3.A. - Page 3 <br /> FISCAL IMPACT <br /> The cost of stop-sign installation is approximately $2,500.00. Funds are available for <br /> this purpose from the Gas Tax Construction Fund — Traffic Calming which has sufficient <br /> available balance. Minor maintenance costs will be incurred in future years. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that James Avenue and <br /> Elwood Street are existing public streets within Redwood City's jurisdiction and qualify <br /> for categorical exemption as "Existing Facilities" under the California Environmental <br /> Quality Act (CEQA), section 15301: <br /> Class 1 consists of the operation, repair, maintenance, permitting, leasing, <br /> licensing, or minor alteration of existing public or private structures, facilities, <br /> mechanical equipment, or topographical features, involving negligible or no expansion <br /> of use beyond that existing at the time of the lead agency's determination. The types of <br /> existing facilities itemized below are not intended to be all-inclusive of the types of <br /> projects which might fall within Class 1. The key consideration is whether the project <br /> involves negligible or no expansion of an existing use. <br /> (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian <br /> trails, and similar facilities (this includes road grading for the purpose of public <br /> safety). <br /> The installation of stop signs to the street is a minor alteration to the existing facilities, <br /> which do not establish a higher speed limit along a significant portion of the street and <br /> will not result in more than a negligible increase in use of the street.
