7.3.A. - Page 5 <br /> RESOLUTION NO. <br /> RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br /> AUTHORIZING THE INSTALLATION OF STOP SIGNS ON JAMES <br /> AVENUE AT ITS INTERSECTION WITH ELWOOD STREET <br /> WHEREAS, Section 2B.07, of the California Manual of Uniform Traffic Control <br /> Devices, provides the following guidance for Multi-Way Stop Applications: <br /> "Guidance - the following criteria should be considered in the engineering study for a <br /> multi-way stop sign installation: <br /> • The need to control vehicle/pedestrian conflicts near locations that generate <br /> high pedestrian volumes." <br /> WHEREAS, City staff's investigation has confirmed the existence of this condition <br /> at the subject site. <br /> WHEREAS, as the lead agency, City of Redwood City has determined that <br /> James Avenue and Elwood Street are existing public streets within Redwood City's <br /> jurisdiction and qualify for categorical exemption as "Existing Facilities" under the <br /> California Environmental Quality Act (CEQA), section 15301: <br /> Class 1 consists of the operation, repair, maintenance, permitting, leasing, <br /> licensing, or minor alteration of existing public or private structures, facilities, <br /> mechanical equipment, or topographical features, involving negligible or no expansion <br /> of use beyond that existing at the time of the lead agency's determination. The types of <br /> existing facilities itemized below are not intended to be all-inclusive of the types of <br /> projects which might fall within Class 1. The key consideration is whether the project <br /> involves negligible or no expansion of an existing use. <br /> (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian <br /> trails, and similar facilities (this includes road grading for the purpose of public safety). <br /> The installation of stop signs to the street is a minor alteration to the existing facilities, <br /> which do not establish a higher speed limit along a significant portion of the street and <br /> will not result in more than a negligible increase in use of the street.
