8.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 25, 2014 <br /> SUBJECT <br /> Emergency Drought Regulations for Statewide Urban Water Conservation <br /> RECOMMENDATION <br /> Adopt a Resolution Implementing Outdoor Water Use Restrictions in Compliance with <br /> State Water Resources Control Board's Emergency Drought Regulations; and confirm <br /> determination that the activity is exempt from CEQA. <br /> BACKGROUND <br /> On January 17, 2014, Governor Brown issued a proclamation declaring a State of <br /> Emergency in California due to severe drought conditions. The proclamation calls on all <br /> Californians to reduce their water usage by 20 percent. On January 31 , 2014 San <br /> Francisco Public Utilities Commission (SFPUC) officially requested its wholesale <br /> customers to voluntarily reduce their water consumption by 10%. <br /> In response to these two actions, Redwood City implemented the following efforts: <br /> • Leak Alerts Program: Sending emails to residents with smart meters that show <br /> irregular water consumption <br /> • Lawn Be Gone Program: Provided financial incentive to residents to replace lawn <br /> with drought resistant plants <br /> • Sprinkler Nozzles Replacement Program: Provided sprinkler nozzles for <br /> residents to reduce irrigation water use <br /> • Providing Drought Irrigation Schedule to residential and commercial irrigation <br /> customers to minimize water consumption <br /> • Toilet Replacement Program: Re-emphasized the City's ongoing low-flow toilet <br /> replacement program <br /> • High Efficiency Clothes Washer Rebate Program: City is partnering with PG & E <br /> for reduced water use and energy consumption. Residents can receive up to <br /> $200 rebate for purchase of high-efficiency washing machines <br /> • "Smart Home" Water-Use House Calls: Providing water saving advice to <br /> residential customers <br /> • Providing Free Water Conservation Kits to all residents <br />
