8.B. - Page 3 <br /> • Watering of outdoor landscaping that causes runoff to adjacent property, non- <br /> irrigated areas, private and public walkways, roadways, parking lots or structures <br /> is prohibited; <br /> • Using a hose to wash an automobile, unless the hose is fitted with a shut-off <br /> nozzle is prohibited; and <br /> • Using potable water in a fountain or decorative water feature, unless water is <br /> recirculated, is prohibited. <br /> 2. Activate Water Shortage Contingency Plans <br /> Outdoor irrigation water use is restricted to no more than two days per week as <br /> follows: a) ornamental landscapes or turf not supplied through a dedicated <br /> irrigation meter with potable water shall only be irrigated twice per week as <br /> follows: addresses ending with an odd number shall only irrigate ornamental <br /> landscapes or turf on Mondays and Thursdays, and addresses ending with an <br /> even number shall only irrigate on Tuesdays and Fridays. It is prohibited to irrigate <br /> ornamental landscapes or turf with potable water on Saturdays, Sundays or <br /> Wednesdays; and b) for ornamental landscapes or turf that are supplied with <br /> potable water through a dedicated irrigation meter billed by Redwood City to <br /> customers through budget based water rates, the customer shall reduce irrigation <br /> usage of potable water by 20% of their allotted irrigation water budget. <br /> 3. Report Urban Water Use to State Water Board <br /> • Track City water use and report to the State Water Board by the 15th of each <br /> month pursuant to California Code of Regulations, Title 23, Section 865(d). <br /> These temporary water conservation measures are implemented through the attached <br /> Resolution Implementing Outdoor Water Use Restrictions in Compliance with State <br /> Water Resources Control Board's Emergency Drought Regulations. As directed by the <br /> SWRCB, these mandatory water conservation measures will remain in effect for the 270 <br /> day period specified in SWRCB Resolution No. 2014-0038, or as extended by the <br /> SWRCB, unless the SWRCB determines that the restrictions are no longer necessary <br /> due to changed conditions. <br /> Outreach Plan <br /> Once approved by the City Council, staff will immediately begin outreach activities. <br /> Those outreach activities include communicating via weekly Enews, Next Door, social <br /> media, and other tools for reaching the residents and businesses. For example: door <br /> hangers for City and resident use to notify the resident when there is obvious over <br /> watering or signs of wastage. Staff anticipates also utilizing the MyRWC app for <br /> community members to let the City know when they observe water over-use at <br /> commercial, business, City, School, or residential properties. Staff will also send out a <br /> form City letter to reported over-users offering assistance in evaluating water use and <br /> implementing water saving tools. These notification measures will be evaluated over <br /> the initial six month implementation period for effectiveness in both communicating the <br /> issues and resolving over use. Modifications will be made throughout the trial period as <br /> necessary to clarify the messages. <br />
