8.B. - Page 6 <br /> WHEREAS, on April 25, 2014, Governor Brown issued an Executive Order <br /> directing the State Water Resources Control Board to utilize its authority under <br /> California Water Code Section 1058.5 to adopt emergency regulations to address water <br /> shortage conditions; and <br /> WHEREAS, on July 15, 2014, the State Water Resources Control Board adopted <br /> Resolution No. 2-14-0038 and California Code of Regulations, Title 23, Sections 863, <br /> 864, and 865, which are emergency regulations declaring a drought emergency in <br /> California and imposing mandatory water conservation measures on individuals and <br /> water suppliers; and <br /> WHEREAS, Section 864 applies to all Californians and prohibits certain activities <br /> in promotion of water conservation while Section 865 applies to "Urban Water <br /> Suppliers" as defined by Water Code Section 10617; and <br /> WHEREAS, Redwood City meets the definition of "Urban Water Supplier" under <br /> Section 10617 because it is a public water supplier providing water for municipal <br /> purposes to at least 3000 customers in Redwood City; and <br /> WHEREAS, Redwood City adopted a 2010 Urban Water Management Plan <br /> (UWMP) (approved by the City Council on June 13, 2011) pursuant to the State of <br /> California's Urban Water Management Planning Act, which UWMP includes a Water <br /> Shortage Contingency Plan detailing how the City will cope with water shortages of <br /> varying magnitudes; and <br /> WHEREAS, California Code of Regulation, Title 23, Section 865 mandates that <br /> Urban Water Suppliers shall implement the requirements of its Water Shortage <br /> ATTY/RES0.3006/CC Outdoor Water Use Restrictions <br /> REV:08-21-14 VR-MLG <br /> Page 2 of 5 <br />
