7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 25, 2014 <br /> SUBJECT <br /> Parcel Map and dedication of Public Service Easement for 2550 El Camino Real, <br /> "University Arts" <br /> RECOMMENDATION <br /> By motion, approve Parcel Map No. 2013-08 for 2550 El Camino Real and accept the <br /> dedication of public service easements for the "University Arts" project. <br /> BACKGROUND <br /> The Zoning Administrator approved Architectural Permit No. AP2013-43 on August 16, <br /> 2013. This approval allowed for an 11 ,100 square foot retail art supply establishment <br /> known as University Arts. A condition of approval required the Owner to file a lot merger <br /> as the title report revealed the project site as two separate parcels. The building code <br /> prohibits buildings from crossing property lines. <br /> ANALYSIS <br /> Parcel Map No. 2013-08 fulfills the Zoning Administrator's condition that the two parcels <br /> be merged. By the same parcel map, the Owner, University Art Center Inc., also <br /> dedicates a public service easement required by the city for purposes of constructing, <br /> using, repairing, replacing, and/or maintaining a public sidewalk. <br /> ALTERNATIVES <br /> Council may choose not to approve Parcel Map No. 2013-08 or accept the dedication of <br /> public service easements which would be contrary to the conditions of approval <br /> previously determined by the Zoning Administrator for this project. <br /> FISCAL IMPACT <br /> There is no fiscal impact associated with recommended action contained in this report. <br /> ENVIRONMENTAL REVIEW <br /> The project is categorically exempt from the requirements of the California <br /> Environmental Quality Act Guidelines pursuant to Section 15332 Class 32 because the <br /> project is considered an infill development. <br />
