EXHIBIT A: <br /> SCOPE OF SERVICES FORA NEPA(NATIONALEMAF20hMENTAL�NACT�ENVIRONMENTAL <br /> ASSESSMENT <br /> 612 JEFFERSO►v AvENUE (APN#052-347-080), REDWOOD CITY, CA 94063 <br /> BASIC RESEARCH <br /> Consultant will seek all relevant materials and data as source documentation for the <br /> Environmental Assessment, including FEMA Flood Insurance Rate Map, building and <br /> facility history, plans, regulations and related studies. In all cases, consultant will use <br /> available resources where appropriate. It <br /> HISTORIC PRESERVATION <br /> Section 106 compliance requires the Agency Official to make a determination as to <br /> whether any of the project activities could have an "adverse effect" to the setting or <br /> character-defining features of any historically significant property in the Area of Potential <br /> Effects (APE). An historically significant property is one that would be eligible for listing <br /> on the National Register of Historic Places, whether it is currently listed or not. The <br /> project involves new construction of a building on a vacant parcel. In this case, property <br /> adjacent to the site at 620 Jefferson Avenue and 611 Middlefield Road have been <br /> designated a Historic Resource fo be Preserved. As a project adjacent to Historic <br /> Resources, the City of Redwood City requires that the proposal be reviewed by an <br /> architectural historian and the Historic Resources Advisory Committee to avoid adverse <br /> impacts to these properties. <br /> This proposal assumes that a determination of "No Historic Properties will be adversely <br /> affected" is appropriate. Consultant will recommend a Section 106 Determination to the <br /> Certifying Officer. To complete the consultation, consultant will prepare Section 106 <br /> correspondence for signature by the Agency Official to the State Historic Preservation <br /> O�cer essentially concurring with the contents of an Eligibility Evaluation report <br /> prepared by consultant. <br /> HAZARDOUS MATERIALS AND OTHER CONSULTATIONS <br /> Per requirements of HUD Environmental Regulations, consultant will summarize the <br /> Phase I report to disclose potentially hazardous and toxic materials sites and other <br /> potential environmental issues in the vicinity. <br /> Consultations and evaluations with the US Department of Fish and Wildlife and Army <br /> Corps of Engineers appear to not be necessary at this time. <br /> SPEC[AL STUDIES <br /> HUD's own Environmental Regulations, found in 24 CFR Part 51 B, require that the <br /> project provides future residents and occupants with sufficient noise attenuation from <br /> traffic-generated noise so that interior living spaces experience no more than 45 <br /> decibels noise and exterior living areas, such as patios and playgrounds, experience no <br /> more than 65 decibels noise. When exterior noise conditions exceed 65 decibels (day- <br /> night average), HUD requires preparation of an Environmental Impact Statement.
