7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 8, 2014 <br /> SUBJECT <br /> Resolutions relating to the proposed acquisition of the property located at 1606 <br /> Middlefield Road <br /> RECOMMENDATION <br /> 1. Adopt a Resolution authorizing the City Manager to execute all documents necessary <br /> for the City's purchase of the property located at 1606 Middlefield Road including <br /> acceptance of the property <br /> 2. Adopt a Resolution Approving an Appropriation in the amount of $550,000 <br /> within the Redwood City Park Impact Fee Fund for the Acquisition of 1606 <br /> Middlefield Road and Associated Closing Costs, Studies, Relocation Plans and <br /> Demolition Plans <br /> BACKGROUND <br /> Middlefield Road is a key gateway to Downtown Redwood City. Consistent with the <br /> City's Property Acquisition and Disposition Policy, staff has identified an opportunity to <br /> potentially control and improve a property on Middlefield Road. The property at 1606 <br /> Middlefield Road is immediately adjacent to Jardin de Ninos Park, and consequently its <br /> potential re-use or redevelopment provides an opportunity to support the City's plans <br /> and use of that Park. <br /> Seeing the property go on the market, staff contacted the broker and requested that the <br /> property not be moved onto the market until Council could be approached with the <br /> possibility of the City acquiring the property for the purposes of evaluating the possibility <br /> to expand the park. The broker agreed and the concept was presented in closed <br /> session to the Council on July 28. <br /> ANALYSIS <br /> The City Council, in closed session on July 28, 2014, authorized the City Manager to <br /> enter into negotiations and pursuant agreements necessary to acquire the property <br /> located at 1606 Middlefield Road with an interest in evaluating the potential of using the <br /> land for park purposes. Subsequently, the City Manager and the property owner <br /> executed a California Residential Purchase Agreement and Joint Escrow Instructions on <br /> August 8, 2014. <br /> The property located at 1606 Middlefield Road is a single family home built in 1882 and <br /> occupied by four tenants.
