f <br /> 9.A. - Page 12 <br /> CHAPTERvIv <br /> Introduction <br /> 1 .1 vOverviewv-AirporhLanthUseleommissionmandv <br /> ALUCPsv <br /> The State Aeronautics Act(Public Utilities Code, Section 21670 et seq.)requires the preparation <br /> of an airport land use compatibility plan(ALUCP)for nearly all public-use airports in the state <br /> (Section 21675). The intent of an ALUCP is to encourage compatibility between airports and the <br /> various land uses that surround them. San Mateo County(the County)has established an airport <br /> land use commission, in accordance with state law,to prepare land use compatibility plans for the <br /> three public-use airports in the County and to review general plans,proposed changes to zoning <br /> codes and ordinances, land use actions and development projects, and airport development plans <br /> for consistency with compatibility policies. <br /> 1 .1 .1 Airport Land Use Commissions <br /> PowermandhDutiesv <br /> Airport land use commissions are established pursuant to the State laws to protect the public <br /> health, safety, and welfare by promoting the orderly expansion of airports and adoption of land <br /> use measures by local public agencies to minimize exposure to excessive noise and safety <br /> hazards near airports. In accordance with Section 21674(b)of the California Public Utilities <br /> Code, an airport land use commission has the authority"to coordinate planning at the state, <br /> regional and local levels so as to provide for the orderly development of air transportation,while <br /> at the same time protecting the public health, safety, and welfare"; to prepare and adopt airport <br /> land use plans; and to review and make recommendations concerning specified plans, <br /> regulations and other actions of local agencies and airport operators. In addition, airport land use <br /> commissions review plans for proposed new airports or heliports. <br /> Limitationsv <br /> State law does not authorize airport land use commissions to zone property or apply other land <br /> use controls normally exercised by local public agencies.
