1 fIntroductionf <br /> 9.A. - Page 20 <br /> 1 .3.4 Duties of the C/CAG Board of Directors as the Airport <br /> Land Use Commission <br /> Under the provisions of state law,the C/CAG Board of Directors, acting as the Airport Land Use <br /> Commission for San Mateo County,has certain responsibilities and specific duties to perform. <br /> The Board fulfills its responsibilities in three basic ways: <br /> • Adopting an ALUCP for the environs of each airport in the County that contains <br /> airport/land use compatibility policies, standards, and criteria addressing noise, safety, and <br /> building height issues. <br /> f <br /> • Coordinating with local agencies(affected cities and the County of San Mateo)with <br /> jurisdiction over any geographic are subject to the provisions of the relevant ALUCP and <br /> assisting these jurisdictions to implement airport-compatible land use planning, as part of <br /> their local land use and zoning authority. <br /> • Reviewing and determining the compatibility of proposed local agency land use policy <br /> actions (i.e.,general plans,general plan amendments, specific plans, specific plan <br /> amendments, and rezonings resulting in a land use change near any public use airport in the <br /> County)with the applicable policies, standards, and criteria contained in the relevant <br /> ALUCP. <br /> 1 .41IVeedvforvtheALUCP tJpdatew <br /> The C/CAG Board adopted an ALUCP(previously referred to as a CLUP)covering all three <br /> public use airports in San Mateo County in December 1996.5 The C/CAG Board has since <br /> adopted an updated ALUCP for San Francisco International Airport(October 2012) and is in the <br /> process of finalizing an updated ALUCP for Half Moon Bay Airport. C/CAG is developing an <br /> updated ALUCP for San Carlos Airport to address changes that have occurred at the airport and <br /> in the environs since 1996. The update is also being performed to address changes in the State <br /> Aeronautics and other regulations since 1996. Portions of the 1996 plan are out-of-date and/or are <br /> inconsistent with guidance presented in the current version of the California Airport Land Use <br /> Planning Handbook. <br /> The updated ALUCP for San Carlos Airport is based on the 2010 ALP for San Carlos Airport. <br /> The County's Airports Division Manager has confirmed that the 2010 ALP reflects the expected <br /> growth of San Carlos Airport over a 20+-year period through 2035. <br /> 1 .5xLanthUseZompatibilityZoncernsAddressedvnthev <br /> ALUCPLJpdatew <br /> Noise and safety are the two primary airport impact concerns that have the potential to affect the <br /> health, safety and welfare of people within the vicinity of an airport.
