As the result of an aeronautical study,the FAA determines the object would not be <br /> a hazard to air navigation; and <br /> 2! FAA or other expert analysis conducted under the auspices of the C/CAG Board or <br /> the airport operator concludes that, despite being an airspace obstruction(not <br /> necessarily a hazard), the object would not cause any of the following: <br /> • An increase in the ceiling or visibility minimums at San Carlos Airport for <br /> an existing or planned instrument procedure; <br /> • A diminution of the established operational efficiency of the airport, such <br /> as by causing the usable length of the runway to be reduced; <br /> • Conflict with the visual flight rules(VFR) airspace used for the airport <br /> traffic pattern or en route navigation to and from San Carlos Airport. <br /> 3! Marking or lighting of the structure/object will be installed as directed by the FAA <br /> aeronautical study or the Division of Aeronautics and in a manner consistent with <br /> FAA standards in effect at the time the construction is proposed. <br /> 4! The proposed project complies with all policies contained in this ALUCP. <br /> Airspace Protection Policy 5— Maximum Compatible Building Height <br /> In order to be deemed consistent with the ALUCP,the maximum height of a new <br /> building/structure must be the lower of(1)the height of the controlling airspace protection <br /> surface shown on Exhibit 3-4, or(2)the maximum height determined not to be a"hazard to air <br /> navigation"by the FAA in an aeronautical study prepared pursuant to the filing of Form 7460-1. <br /> For the vast majority of parcels in the vicinity of San Carlos Airport,height limits established in <br /> local zoning ordinances are lower than the elevation of critical airspace protection surfaces. <br /> Compliance with zoning district height limits does not relieve the construction proponent/project <br /> proponent of the obligation to file Form 7460-1,Notice of Proposed Construction or Alteration, <br /> if required, and to comply with the determinations resulting from the FAA's aeronautical study. <br /> Airspace Protection Policy 6— Other Flight Hazards are Incompatible <br /> Land uses that may cause visual, electronic,navigational, or wildlife hazards,particularly bird <br /> strike hazards,to aircraft in flight or taking off or landing at San Carlos Airport are incompatible <br /> in Area B of the Airport Influence Area. These uses may be permitted only if the uses are <br /> determined to be consistent with FAA rules and regulations. Proof of consistency with FAA rules <br /> and regulations and with any performance standards city below must be provided to the C/CAG <br /> Board by the proponent of the proposed land use action. Specific characteristics which are <br /> incompatible and should be avoided include: <br /> 1!
