7.1.D. - Page 4
ALTERNATIVES
Council could choose to deny the purchase of a NO-DES flushing truck and direct staff
to continue its traditional water flushing program or to continue to search for alternative
flushing technologies. These alternatives would not provide a resolution to the water
conservation and discharge regulation issues addressed by the NO-DES system.
FISCAL IMPACT
The one-time cost to purchase the NO-DES truck is $357,950. The City will also save
an estimated $111,750 annually, which reflects the reduced waste of water through the
elimination of conventional main flushing methods, net of the slightly higher annual
equipment cost for the NO-DES truck.
Funds for the purchase of this equipment are available in the Equipment Replacement
Fund 791-67230-95 in the FY14-15 operating budget. This amount will be subsequently
recovered from the operating budget of the user department through vehicle
replacement charges in future years.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it involves the purchase of a NO-DES flushing truck, which is an
administrative activity.
2k4A/ ‘1#1
JUSTIN CHAPEL
PUBLIC WORKS SUPERINTENDENT
L1
BILL EKERN
ASSISTANT CITY MANAGER
for ROBERT B.
