7.1.F. - Page 7 <br /> Claire Felong spoke in appreciation of doing well, but opined that it can be better while, <br /> pointing out that this goal was set by the water department years ago. She opined that the <br /> surveys and goals should be updated; for example, she noted that the size of her <br /> household has gone down and it may look as if people are under goal based on outdated <br /> information. <br /> M/S Seybert/Foust to adopt the resolution. Motion carries unanimously by roll call vote. <br /> The City Council took an 8-minute break at 7:50 p.m. to go into Study Session mode. <br /> CITY COUNCIL RECESSED TO MOVE TO STUDY SESSION MODE <br /> 9. STUDY SESSION <br /> A. Joint City Council/Planning Commission Session on Housing Issues <br /> and Constraints <br /> Recommendation: <br /> Discuss housing issues and constraints with a panel of housing developers <br /> and policy specialists and the public. No other action is recommended at <br /> this time. <br /> Mayor Gee welcomed everyone and the City Clerk took roll call of the Planning <br /> Commissioners. All members of the Planning Commission were present. The Mayor <br /> explained the flow of the discussion and invited the public to turn in their speaker cards as <br /> soon as possible. Mayor Gee also clarified that as a Study Session there was no action to <br /> be taken tonight on this matter. <br /> Community Development Director Aknin began his presentation by explaining to the City <br /> Council and Planning Commission that he invited a panel of experts to speak on this <br /> important and pertinent topic. The panelists were Pilar Lorenzana-Campo (Regional Policy <br /> Manager of Non-profit Housing Association of Northern California), Rick Williams (Architect <br /> and Urban Designer with Van Meter Williams Pollack, LLP), Ardie Zahedani (Vice President <br /> of Development at St. Anton Partners), and Jan Lindenthal (Vice President of Real Estate <br /> Development with MidPen Housing Corporation). Director Aknin hoped that together they <br /> could share knowledge of the planning and constraints of all housing, particularly the <br /> managing of affordable housing; how to handle housing concerns such as water, <br /> congestion, and school capacity issues; and how they can assist with the Housing Element <br /> Report update. Mr. Aknin plans to bring the Housing Element Report to the Planning <br /> Commission in September and then to the City Council in October. He also provided some <br /> historical housing achievements the City has made. <br /> Each of the panelists shared their background experience and knowledge relating to <br /> Housing. The first panelist opined how imperative it was for the Planning Commission and <br /> City Council to keep in mind that there has been a significant increase of rent, but that the <br /> wages of renters have declined. Furthermore, she suggested that there needed to be a <br /> balance between the number of jobs created and housing being built. The second panelist <br /> added that the Planning Commission and the City Council should look at the need for <br /> creating mixed use development in high density areas and focus on transit areas.
