Minute Order No . 88- 39 Page 2 - 3 / 15 /88 4 . Should traffic from the theatre cause the level of service to reach " F " on Whipple Avenue or the approaches to Whipple Avenue as determined by the City ' s Traffic Engi neer , the owner shall be requi red to close one or more theatres until the problem can be mitigated . 5 . An adequate storm drain system shall be designed and constructed for the entire site , including the parking lot . This drainage system shall be designed to the satisfaction of the Engineering Division . G . The building shall be constructed so that it will not be located within the flood plain . 7 . The applicant shall pay the entire cost of improvements to Whipple Avenue , Veterans Boulevard , and East Bayshore Road , including a dual left turn lane on Veterans Boulevard and widen the East Bayshore Road northbound approach to the Whipple Avenue/ Northbound 101 ramp intersection to tv,n lanes , and install signals . 8 . An Architectural Permit shall be obtained for all buildings , landscaping , signs , and lighting as required by Article 45 of the Zoning Ordinance . 9 . Curbs , gutters , sidewalks , and street lights shall be installed along the frontage of the property as required by the Engineering Division . 10 . The applicant shall adequately verify the estimated trip distribution with the Engineering Division prior to issuance of the Building Permit . CLARIFICATION : In response to statement of Planning Director Patterson , Vice Mayor Chandler with the consent of his second , said that the motion includes the two additional improvements included in Figure 11 on page 34 of the BKF Traffic Study of February 22 , 1988 . The motion carried on the following roll call vote . Ayes : Councilman Britschgi , Chandler , Greeenalch , LaBerge , and Mayor Claire Noes : Councilmen Bury, Stangel City Attorney Schricker said that findings will be presented for approval on a later agenda . 1- JACQUEL4N C .
